Technical Specification Proposed Change No. 254, Supplement 2 Definition of "Operable" In Reference (a), as supplemented by Reference (b), Vermont Yankee' (VY) proposed to amend its Facility Operating License, DPR-28, by incorporating changes into the VY Technical Specifications (TS). The proposed changes would revise TS Definition 1.0.K, Operable, and specific system TS for clarification to eliminate inconsistent TS requirements for supported systems when their associated normal or emergency electrical power source is inoperable.
In addition to other changes, Reference (b) acknowledged and incorporated TS changes that were approved in license amendments that were issued subsequent to making the initial license amendment request in Reference (a). During the process of drafting Reference (b), VY anticipated the numbering of proposed amendments and attributed amendment numbers that were in the wrong sequence. The attachment to this letter corrects the designation of amendments and, therefore, amends information submitted as part of Reference (b).
This revised submittal does not change the scope of the original request for license amendment. In addition, the no significant hazards consideration conclusion and environmental impact evaluation conclusion contained in Reference (a) are unaffected.
