ISSUANCE OF FINAL SIGNIFICANCE DETERMINATION AND NOTICE OF VIOLATION This is to inform the Commission that a WHITE Significance Determination Process (SDP) finding and associated Notice of Violation will be issued on or around October 4, 2002, to Rochester Gas and Electric Corporation as a result of inspections at the Ginna Nuclear Power Plant. This WHITE finding, an issue with low to moderate increased importance to safety, which may require additional NRC inspections, involved the alert and notification system (ANS),
which consists of sirens used to alert members of the public of an emergency at Ginna.
Specifically, problems with the ANS siren feedback system prevented the licensee and Monroe and Wayne Counties from being able to identify which, if any, sirens failed to activate which would have impacted the licensees ability to commence route alerting. This condition represented a violation of 10 CFR Part 50, Appendix E. Accordingly, a Notice of Violation associated with a WHITE finding is being issued.
It should be noted that the licensee has not been specifically informed of this action. The schedule of issuance and notification are:
