MINUTES OF INTERNAL MEETING OF THE DAVIS-BESSE NUCLEAR POWER STATION IMC 0350 PANEL The implementation of the IMC 0350 process for the Davis-Besse Nuclear Power Station was announced on April 29, 2002. An internal panel meeting was held May 14, 2002.

Reports from Staff
Site activities - Plant remains flooded up in Mode 6. Licensee is cutting the 17" diameter hole to remove cavity and prep the head for repair.
Licensing Issues -
a) Several Green and Yellow ticketed correspondence. Green signed out by commission or EDO and Yellow signed out by NRR or Division Director.
b) Have 3 total 2.206 petitions now. First one is accepted as a petition, however the PRB will not take action, yet. There is not enough evidence of problems in other areas / programs to warrant an Independent panel. 2 new ones to go to PRB on 5/22/02.
c) Amendments - 1.6% power uprate on hold until licensee answers RAI.
Nozzle repair relief requests are not yet approved or issued, although work was done already.
The panel discussed the upcoming call with Dwight Cates on 5/16. He is an investigator on the House Energy and Commerce Committee.
We discussed the way HQs does external meeting minutes as memo author to manager, then put on website.

IMC 0350 Panel Business
Inspection schedule was discussed and the region plans an umbrella charter to cover the 1st 3 near term inspections - they will be special inspections.
a) AIT follow-up - entrance planned this week (5/15/02) with exit later.
b) Extent of condition will follow-up on level of qualification and training necessary for licensee staff that are doing this (not scheduled).
c) Repair or replacement (not scheduled). The panel also discussed that a 95002 or 95003 may be required, depending on risk assessment. We may need to request resources from other regions.
Process Plan - The panel reviewed this line-by-line. Plan to be updated and presented to panel for meeting on 5/16 (ACTION - Lipa).
3.
Future Activities
The panel discussed that Marcy Kaptur plans to visit the site and will work through OCA/Region III.
The panel decided to discuss ACRS meeting preps on 5/16
Bill Dean and Christine Lipa will call John Thompson to discuss revisions to MC 0350
