ELECTRIC POWER RESEARCH INSTITUTE (EPRI) TOPICAL REPORT TR-113594, RESOLUTION OF GENERIC LETTER 96-06 WATERHAMMER ISSUES, VOLUMES 1 AND 2 (TAC NOS. M96854 AND M96855)

Dear Mr. Nazar:

The Nuclear Regulatory Commissions (NRCs) Generic Letter (GL) 96-06, Assurance of Equipment Operability and Containment Integrity During Design-Basis Accident Conditions, dated September 30, 1996, requested that licensees evaluate, among other things, waterhammer and two-phase flow concerns associated with containment air cooler cooling water systems. Your remaining actions to fully address these concerns were deferred pending NRC review and approval of EPRI Topical Report TR-113594, Resolution of Generic Letter 96-06 Waterhammer Issues, Volumes 1 and 2. The purpose of this letter is to inform you that we have completed our review, and we have determined that use of EPRI Topical Report TR-113594 for evaluating the GL 96-06 waterhammer issues is acceptable to the extent specified and within the limitations delineated in the report and the associated NRC safety evaluation. A copy of our April 3, 2002, acceptance letter to EPRI, which includes the NRC safety evaluation, is enclosed for your information. We request that you complete your actions to address GL 96-06 and submit the information referred to in Section 3.3 of the enclosed safety evaluation by July 30, 2002.

If you have any questions regarding this matter, please contact me at (301) 415-1392.

Sincerely,

/RA/

Tae Kim, Senior Project Manager, Section 1 Project Directorate III Division of Licensing Project Management Office of Nuclear Reactor Regulation Docket Nos. 50-282 and 50-306
