NRC Letter and Safety Evaluation Related to Risk Informed ISI at Salem, October 1, 2003 As previously discussed with the NRC Project Manager, this letter requests extension of the Risk-informed Inservice Inspection (RI-ISI) Program Plan for Salem Unit 2 to include the third 10-year ISI interval.
PSEG Nuclear LLC (PSEG) submitted a request for approval of a Risk-informed alternative to the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code, Section Xl Inservice Inspection requirements, at Salem Units 1 and 2. The NRC approved this request by letter dated October 1, 2003 (Reference 3).
For Salem Unit 2, use of the Risk-informed alternative was approved for the second 10-year ISI interval. However, Salem Unit 2 has already concluded the final period of the second ISI interval with refueling outage 2R13, completed November 27, 2003. Therefore, the full benefit of RI-ISI methodology would not be realized.
PSEG Nuclear hereby requests authorization to utilize the same Risk-Informed Inservice Inspection Program for the third ISI interval at Salem Unit 2, as was previously approved by the NRC for the second interval (Reference 3).

Document Control Desk JUL 1 2 2004 LR-N04-0230 Specifically, this request refers to revision 0 of the Program Plan document, submitted January 21, 2003 (Reference 1) as supplemented by the RAI response dated July 1, 2003 (Reference 2).
Consistent with our commitment to maintain the RI-ISI Program Plan as a living document, no changes have been made that would impact continued usage for the third ISI interval. In addition, PSEG has reviewed the NRC Safety Evaluation and found it consistent with extending authorization to the third interval.
Authorization to extend the previously approved RI-ISI Program Plan for the third Inservice Inspection Interval of Salem Unit 2 is requested by February 28, 2005.
This will support refueling outage 2R1 4, scheduled for the spring of 2005.
