Box 236, Hancocks Bndge, New Jersey 08038-0236 0 PSEG MAR 3 1 2003 Nuclear LLC LR-N03-01 30 United States Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 4160 VOLT SWITCHGEAR ROOM SUPPRESSION SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 By letter LR-N02-0400, dated November 25, 2002, PSEG Nuclear committed to provide the strategy and schedule for resolving issues associated with the Carbon Dioxide (C02) suppression system in the 4160 Volt Switchgear room.

The C02 suppression system is currently considered inoperable due to the concentration and hold-time concerns. PSEG has completed an engineering evaluation to assess the current conditions of the C02 suppression system in the 4160 Volt Switchgear room. This engineering evaluation concluded that the C02 suppression system is operable though non-conforming and capable of maintaining sufficient concentration to suppress fires in this area until the on-site Fire Department responds and extinguishes the fire. The on-site Fire Department is an integral part of the Salem Fire Protection Program. An operability determination is being generated in accordance with the guidance of Generic Letter 91-18 Revision 1. Upon issuance of the operability determination and completion of required surveillance testing, the C02 suppression system will be restored to an operable but non-conforming status.

The non-conforming condition will be terminated upon revision of the C02 suppression system licensing basis for Salem Units 1 and 2. PSEG has determined that the change to the C02 suppression system licensing basis requires prior NRC approval. The current schedule for submittal of this licensing basis change to the NRC is June 30, 2003.
