DPR-42 and DPR-60 Supplemental Information Regarding Application for Renewed Operating Licenses By letter dated April 11, 2008, Northern States Power Company, a Minnesota Corporation, (NSPM) submitted an Application for Renewed Operating Licenses (LRA) for the Prairie Island Nuclear Generating Plant (PINGP) Units 1 and 2. On July 7, 2009, the ACRS License Renewal Subcommittee met to review the Safety Evaluation Report With Open Items Related to the License Renewal of Prairie Island Nuclear Generating Plant Units 1 and.2 (SER). Enclosure 1 to this letter provides additional information associated with -two questions raised by ACRS members during the.meeting.

- Welch, Minnesota 55089-9642 Telephone: 651.388.1121 Supplemental Information Related to ACRS Subcommittee Meeting Condensate Storage Tank Bottom Thickness Measurements During the ACRS License Renewal Subcommittee Meeting, a question was raised regarding NSPM's plans for performing bottom thickness measurements on the three outdoor Condensate Storage Tanks (CSTs). This matter had been discussed in the NSPM Response to RAI AMP-B2.1.2-1 provided in a letter dated December 5, 2008.
After reconsideration, NSPM has revised the Aboveground Steel Tanks Program to perform thickness measurements of the inaccessible surfaces of all three CSTs, rather than just one. Therefore, the first two sentences of the NSPM Response to RAI AMP-B2.1.2-1 are modified to read as follows:
"The Aboveground Steel Tanks Program will perform at least one ultrasonic inspection of the inaccessible surfaces (tank bottoms) of each Of the three.
Condensate Storage Tanks (CSTs) to ensure that significant degradation is not occurring due to corrosion of the external surfaces. The tank bottom inspections will be performed within the 10-year period just prior to the period of extended operation to ensure the component intended function will be maintained during the renewal term."
The balance of the RAI response remains unchanged.
Medium Voltage Cable Manhole Inspections During the ACRS License Renewal Subcommittee Meeting, a question was raised regarding the inspection frequency of the manhole containing medium voltage cables in scope of license renewal. LRA Section B2.1.21 states that the manhole inspection frequency will be based on actual plant experience with water accumulation in the manhole, but will occur no less frequently than once every two years. The inspection frequency of at least once every two years is consistent with the guidance of GALL Section XI.E3.
There is one manhole at Prairie Island that contains medium voltage cables in scope of license renewal and subject to periodic inspection for the accumulation of water. This manhole has a floor of gravel and sand approximately 10 feet above the groundwater table, and would drain away any water that might intrude. Multiple manhole inspections performed since September of 2007 have shown no signs of water intrusion. Based upon the manhole design and actual plant experience, a two year inspection frequency is considered sufficient.
