NSPM letter to NRC, Application to Revise Technical Specifications to Adopt TSTF-545, Revision 3, TS Inservice Testing Program Removal &
Clarify SR Usage Rule Application to Section 5.5 Testing, and to Request an Alternative to the ASME Code, dated July 28, 2016 (Agencywide Document Access and Management System (ADAMS) Accession No. ML16210A030)
In Enclosure 2 to Reference 1, Northern States Power Company, a Minnesota corporation, doing business as Xcel Energy (hereafter NSPM), requested an alternative to the American Society of Mechanical Engineers (ASME) Operations and Maintenance Code (OM Code).
Specifically, NSPM requested an alternative to the testing frequencies of the ASME OM Code by adoption of approved Code Case OMN-20, Inservice Test Frequency for the current 10 year Inservice Testing interval.
The request for alternative in Enclosure 2 to Reference 1 did not include a unique identifier as recommended by NUREG-1482, Guidelines for Inservice Testing at Nuclear Power Plants, Revision 2 (ADAMS Accession No. ML13295A020), and NEI White paper, Standard Format for Requests from Commercial Reactor Licensees Pursuant to 10 CFR 50.55a, Revision 1 (ADAMS Accession No. ML070100400). Therefore, NSPM is submitting this supplement to identify the previously submitted request for alternative as PR 07.
This supplement does not modify the existing relief request submitted in Enclosure 2 to Reference 1 in any way other than providing the unique identifier. Furthermore, this supplement does not modify the requested license amendment, including the No Significant Hazards Consideration determination, previously submitted as Enclosure 1 to Reference 1.
If there are any questions or if additional information is needed, please contact Mr. Shane Jurek at (612) 330-5788.
