In accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 21, Reporting of Defects and Noncompliance, NextEra Energy Seabrook, LLC is providing the required written notification of a defect in a basic component associated with CR120B Relays supplied by GE Hitachi. The enclosure to this letter provides the information required in 10 CFR 21.21 (d)(4).

Identification of the firm constructing the facility or supplying the basic component which fails to comply or contains a defect:

Nature of the defect or failure to comply and the safety hazard which is created or could be created by such defect or failure to comply:
As stated in the referenced Event Notification, a defect was found in 2 GE Hitachi relays CR120B (Model #DD945E118P0060) during pre-installation bench testing. During bench testing, the relays failed to energize and transfer all associated contacts. The relays were purchased from GE - Hitachi (GEH), as safety-related, GE CR120B relays. All GE CR-120B relays that were purchased in the same batch as the failed relays were located, quarantined and returned to GEH for forensic testing.
NextEra Energy Seabrook, LLC has concluded that this defect constitutes a Substantial Safety Hazard (SSH). An SSH exists because the nature of the defect was such that, if installed in certain safety-related applications and failed, it would have prevented the fulfillment of a safety function.

The date on which the information of such defect or failure to comply was obtained:
Discovery date: Seabrook Station determined a defect of the basic component that could create a substantial safety hazard existed on November 8, 2024.

In the case of a basic component which contains a defect or fails to comply, the number and location of these components in use at, supplied for, being supplied for, or may be supplied for, manufactured, or being manufactured for one or more facilities or activities subject to the regulations in this part:
Seabrook Station contracted with GE Hitachi to supply the CR120B relays for use in safety related systems. The defective CR 120B relays were never installed at Seabrook Station before returning the parts to GE Hitachi.

The corrective action which has been, is being, or will be taken; the name of the individual or organization responsible for the action; and the length of time that has been or will be taken to complete the action:
CR120B relays (Model #DD945E118P0060) were returned to GE Hitachi under PO 2475843, Shipping Notice 6570, and were not installed in the plant.
Future action - none.
