FENOC F.rsiEnergy NJc'ear Operating Comp,'JW 1' Richard D. Bologna Site Vice President L-17-293 ATTN: Document Control Desk U.S. Nuclear Regulatory Commission Washington, DC 20555-0001
SUBJECT:
Beaver Valley Power Station, Unit Nos. 1 and 2 Docket No. 50-334, License No. DPR-66 Docket No. 50-412, License No. NPF-73 Beaver Valley Power Station P.O. Box 4 Shippingport, PA 15077 724-682-5234 Fax: 724-643-8069 10 CFR 50.55a Extension of BVPS Snubber Program 10-Year Test Interval End Date The purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) that the FirstEnergy Nuclear Operating Company (FENOC) is extending the current Beaver Valley Power Station (BVPS), Unit Nos. 1 and 2, Snubber Program 10-year test interval end date to April 6, 2018. The end date for the current Snubber Program 10-year test interval was established as September 17, 2017.
The BVPS, Unit Nos. 1 and 2, Snubber Program follows the requirements of the American Society of Mechanical Engineers (ASME) Code for Operation and Maintenance of Nuclear Power Plants (hereafter referred to as the OM Code), 2001 Edition through 2003 Addenda, Subsection ISTD.
The ASME OM Code, ISTA-3120, lnservice Test Interval, paragraph (d) states:
( d)
Each of the inservice test intervals may be extended or decreased as much as 1 year. Adjustments shall not cause successive intervals to be altered by more than 1 year from the original pattern of intervals.
In accordance with the ASME OM Code, ISTA-3120, FENOC is extending the BVPS Snubber Program 10-year test interval end date to April 6, 2018, approximately seven months beyond the current end date. The extended end date is prior to the BVPS Unit No. 1 refueling outage that is currently scheduled to start in April 2018. Therefore, the snubber requirements followed for the BVPS Unit No. 1 refueling outage will be in accordance with the 2004 Edition through 2006 Addenda of the ASME OM Code.
September 13, 2017
Beaver Valley Power Station, Unit Nos. 1 and 2 L-17-293 Page 2 The reasons for extending the BVPS Snubber Program interval end date are to update the implementing documents to the requirements of the 2004 Edition through 2006 Addenda of the ASME OM Code and to transfer associated organizational roles and responsibilities.
FENOC also intends to adjust the BVPS Snubber Program 10-year test interval to coincide with the next BVPS Unit Nos. 1 and 2 1ST Program 10-year test intervals, which are to commence on September 20, 2017 and end on September 19, 2027. Therefore, the next BVPS Snubber Program 10-year test interval is to commence on April 6, 2018 and end on September 19, 2027 to remain aligned to the original pattern of intervals as required by Paragraph ISTA-3120(d) of the ASME OM Code.
There are no regulatory commitments contained in this letter. If there are any questions or if additional information is required, please contact Mr. Thomas A. Lentz, Manager-Fleet Licensing, at 330-315-6810.
