Beaver Valley Power Station, Unit No. 1 Docket No. 50-334, License No. DPR-66 Withdrawal of License Amendment Request No. 311 Beaver Valley Power Station Route 168 P.O. Box 4 Shippingport, PA 15077-0004 On June 24, 2003, by letter L-03-100, FirstEnergy Nuclear Operating Company (FENOC) submitted License Amendment Request (LAR) No. 311. This LAR requested clarification of the steam generator tube inspection definition and the steam generator tube repair criteria in the Beaver Valley Power Station (BVPS) Unit No.
1 Technical Specifications.
By letter dated December 24, 2003, the NRC requested FENOC to review the NRC requests for additional information on related amendment requests at several other plants and provide supplemental information to address relevant issues.
Pending NRC generic regulatory action (Draft Generic Letter 68FR25909) regarding the use of qualified inspection techniques addresses the potential need for technical specification revisions to clarify the present definition of "tube inspection" as contained in most PWR technical specifications. FENOC intends to address the subject of the Draft Generic Letter and any :need for a revision to the definition of "tube inspection" when the proposed Generic Letter is approved and issued.
Current inspection practices are considered to facilitate full compliance with presently approved technical specifications regarding steam generator tube inspection. License Amendment Request (LAR) No. 311 was submitted for clarification purposes only and is not required to address any deficiency in current BVPS steam generator tube inspection practices. Our participation in a coordinated Industry response to the proposed Generic Letter, once it is approved and issued, will result in a more effective utilization of utility and NRC resources.
Accordingly, based on the anticipated issuance of the Generic Letter, FENOC withdraws the request for a technical specification amendment as described in LAR No. 311.
Additionally, future implementation of the steam generator Generic Licensing Change Package (GLCP) presently being finalized for the lead plant (Duke Energy's Catawba Power Station),
will remove any need for clarifications to the existing technical specification definitions since such specific information is anticipated to be contained in each plant's steam generator program.
