VERMONT YANKEE - NRC RETAKE OPERATOR LICENSING EXAMINATION

REPORT 05000271/2013301

Dear Mr. Wamser:

On March 5, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed a retake examination at Vermont Yankee. The enclosed report documents the examination findings, which were discussed on March 18, 2013, with Mr. M. Romeo of your management staff.

The examination included the evaluation of one applicant for a reactor operator license. The written retake examination was developed using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9, Supplement 1. The license examiner determined that the applicant satisfied the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 55, and the appropriate license was issued on March 18, 2013.

No findings were identified during this examination.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system Agencywide Documents Access and Management System (ADAMS). Examination Report.

NRC examiners evaluated the competency of one applicant for a reactor operator license at Vermont Yankee. The facility licensee developed the examination using NUREG-1021,

"Operator Licensing Examination Standards for Power Reactors," Revision 9, Supplement 1.

The written retake examination was administered by the facility on March 5, 2013. The license examiners determined that the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license has been issued.

4OA5 Other Activities (Retake Operator License Examination)

.1 License Application

a. Scope

The chief examiner reviewed the license re-application submitted by the facility licensee to ensure the re-application reflected that the applicant satisfied relevant license eligibility requirements. The application was submitted on NRC Form 398, Personal Qualification Statement, and NRC Form 396, Certification of Medical Examination by Facility Licensee.

b. Findings

No findings were identified.

.2 Operator Knowledge and Performance

a. Examination Scope

On March 5, 2013, the facility licensee proctored the administration of the written retake examination to the applicant. The licensee staff graded the written examination, analyzed the results, and presented their analysis to the NRC on March 7, 2013. In accordance with current NRC policy the release of this written examination will be delayed for 2 years. The examination questions may be accessed in the ADAMS system under the accession number noted in Attachment 1.

b. Findings

The applicant passed the written retake examination. The licensee conducted a performance analysis for questions the applicant missed. The licensee determined those questions were valid as written and that no revisions were necessary.

.3 Examination Development

a. Examination Scope

The facility licensee developed the examinations in accordance with NUREG-1021, Revision 9, Supplement 1. All licensee facility training and operations staff involved in examination preparation and validation were listed on a security agreement. The facility licensee submitted the written examination outline on January 18, 2013. The chief examiner reviewed the outline against the requirements of NUREG-1021, Revision 9, Supplement 1, and provided comments to the licensee. The facility licensee submitted the draft examination package on February 22, 2013. The chief examiner reviewed the draft examination package against the requirements of NUREG-1021, Revision 9, Supplement 1, and provided comments to the licensee on the examination on February 27, 2013. The licensee satisfactorily completed comment resolution on March 4, 2013.

b. Findings

The examiners determined that the written examination initially submitted by the licensee was within the range of acceptability expected for a proposed examination.

.4 Examination Security

a. Examination Scope

The chief examiner reviewed examination security for examination development and examination administration for compliance with NUREG-1021 requirements.

b. Findings

No findings were identified.

4OA6 Meetings, Including Exit

The chief examiner presented the examination results to Mr. M. Romeo of the facility management staff on March 18, 2013. Mr. Romeo acknowledged the findings presented.

The facility licensee did not identify any information or materials used during the examination as proprietary.
