By letter dated October 17,1995, Georgia Power Company (GPC) submitted the Third 10-Year Interval Inservice Inspection (ISI) Program for the Edwin I. Hatch Nuclear Plant.

By letters dated January 26,1996, and April 5,1996, GPC responded to NRC requests for additionalinformation. By letter dated August 8,1996, NRC requested additional information concerning ReliefRequest RR-11 and the visual examination requirements of ASME Boiler and Pressure Vessel Code,Section XI, Subarticle IWF-5300. The NRC specific comments and GPC's response are enclosed.

Edwin I. Hatch Nuclear Plant Request for AdditionalInformation NRC Soccific Comments and GPC Faunonse NRC specific comments:

1.

The licensee's Quality Assurance Program for training, qualification and documentation for the selected maintenance personnel should address the requirements and qualification identified in IWA-2321, VISUAL ACUITY.

2.

The licensee should provide a comparison of the visual requirements and qualifications of its maintenance personnel selected for visual examinations and the requirements and qualifications contained in IWA-2321, F7SUAL ACUITY.

GPC response:

Snubber inspections and tests at Edwin I. Hatch Nuclear Plant are performed in i

accordance with plant procedures 52SV-SUV-001-0S and 52SV-SUV-002-0S. Step 4.3.14 in each procedure states; " Personnel performing inspections must have a current acceptable Eye Examination per 45QC-PQL-003-0S." 45QC-PQL-003-0S is the site QC procedure which contains the requirements for personnel eye examinations. This procedure satisfies all of the requirements of ASME XI, paragraph IWA-2321.

Therefore, while not specifically stated so in relief request RR-11, the maintenance personnel who perform the snubber inspections are required to have a periodic (annual) eye examination which meets the requirements of ASME XI, paragraph IWA-2321.
