In accordance with the requirements of 10 CFR 50.54 (p)(2), Georgia Power Company (GPC) submits a report of changes to the Physical Security Plan (PSP) for the Edwin I.
Ilatch Nuclear Plant. Revisions to the PSP affect the following:

Reference to the licensed operating company.
2.
Description of personnel on shift 3.
Terminology defining security events.
4.
Description of facility familiarization given to local law enforcement.
5.
Equipment available to security personnel.
6.
Description for access and entry control.
7.
Method of response to false and nuisance alarms.
8.
Description of conduct of patrols.
9.
Composition of a Response Force.
- 10. Description of a response to a threatening situation.

Point values assigned to factors identified in NUREG 0907.
- 12. Description of the response to environmental factors.
- 13. Site plan to reflect equipment relocation.

The changes incorporate cenain revisions and modifications validated during the recently performed Operational Safeguards Response Evaluation, in addition to clarifications, revisions, and modifications that reflect actual plant conditions. A description of each change and a Justification for the Determination of No Decrease in Safeguards Effectiveness are presented in Enclosure 1. Enclosure 2 contains revision insertion instructions and the revised Physical Security Plan pages.
The information contained in Enclosures 1 and 2 is categorized as Safeguards Information,.
and in accordance with 10 CFR 73.21, this document should be withheld from public.
disclosure.
