REPORT OF CHANGES TO THE PHYSICAL SECURITY PLAN (REVISION 11)
Dear Sir or Madam:
Vistra Operations Company LLC (Vistra OpCo) hereby submits as specified in 10 CFR 50.4(b)(4) a report of changes contained in Revision 11 of the Comanche Peak Nuclear Power Plant (CPNPP) Units 1 and 2 Physical Security Plan (PSP). The changes were assessed per 10 CFR 50.54(p) and were determined not to reduce the safeguards effectiveness of the PSP. The Plan revision was made effective on November 7, 2018.
A CD-ROM titled "CPNPP Security Plan Rev. 11" is included with this submittal. File 001 of the CD-ROM contains the Comanche Peak PSP which is sensitive information that has intrinsic security value designated as safeguards information (SGI) and should be protected against unauthorized disclosure in accordance with 10 CFR 73.21 and 10 CFR 73.22. File 002 of the CD-ROM contains a description of each change to the PSP and is also designated as SGI and should be protected accordingly. The CD-ROM contains the following two (2) files:

The enclosed CD-ROM contains SGI. When separated from the CD-ROM, this document is decontrolled.
