Dear Sir or Madam,

The Nuclear Regulatory Commission (NRC) issued Reference 1 to address the issue of gas accumulation in emergency core cooling, decay heat removal, and containment spray systems. In References 3, and 5 Vermont Yankee Nuclear Power Station (VY) committed to changing Technical Specifications (TS) and incorporating the necessary changes stipulated in Technical Specification Task Force (TSTF) Traveler 523. VY committed to submit this change within 90 days of the approval of TSTF-523. In

BVY 14-008 / Page 2 of 2 consideration of the stated intent to permanently cease power operations at VY at the end of the current operating cycle (Reference 6) and the time required to approve and implement a TS change, VY is revising this commitment date to June 30, 2015. The interim actions committed to in References 2, 3, 4, and 5 will remain in place to ensure the proper management of gas accumulation in emergency core cooling, decay heat removal, and containment spray systems until these systems are no longer required once the reactor is certified permanently defueled pursuant to 10 CFR 50.82(a)(1)(ii).

A regulatory commitment is being revised in this submittal as shown in Attachment 1.

If you have any questions on this submittal, please contact Mr. Coley Chappell at 802-451-3374.
