-Change to Proposed Revision 19 to the Northeast Utilities Quality Assurance Prooram (NUQAP) Toolcal Report The purpose of this letter is to make a change to proposed Revision 19 to the NUQAP Topical Report, previously submitted to the Nuclear Regulatory Commission for review on June 3,1997. The change revises Exception 12 in the previous submittal regarding l
Section 2.1 of ANSI N45.2.3, " Housekeeping During the Construction Phase of Nuclear l
Power Plants." This Exception stated that Zone 1 requirements are not applicable to l
Millstone Station Nuclear _ Power Plant operations and are therefore not applied. This was based on an interpretation that the ANSI standard description for Zone.1 is for an area that would exist only during the constructi_on phase. However, eince " construction type" activities could occur during the operating phase, and the Foreign Material Exclusion-procedures _ already include provisions for implementing ANSI Zone 1 requirements, we have modified the exception to apply ANSI Zone 1 requirements.
This change was discussed with the NRC Staff in a telephone conversation on January 8,1998. Attachment 1 to this letter provides the revised Exception.
