goal of th'e organization is to establish a unitized approach at each of our nuclear units.

This will result in the decentralization of a number of functions that were centralized.

Certain limited functions, such as oversight, emergency planning and licensing, will

. remain under centralized direction, although they will have a strong unit presence and focus. The revised organization is shown on the charts provided as Attachment 1 to this letter.

Carns to the position of Senior Vice President and Chief Nuclear Officer - Millstone, who will report to me. ' Nuclear Officer - Millstone, the responsibilities formerly held by the Executive Vice President - Nuclear who served as the Chief Nuclear Officer for Millstone have also been transferred to this position. Mr. T. C. Feigenbaum will continue to serve as the Executive Vice President and Chief Nuclear Officer for the Haddam Neck Plant and Seabrook Station.

The recovery organization for the Millstone Station will report directly to the Senior Vice i

President and Chief Nuclear Officer - Millstone. These positions include Mr. F. C.

Rothen, Vice President Work Services: Mr. J. K. Thayer, Recovery Officer Nuclear Engineering and Support; Mr. J. P. McElwain, Recovery Officer Millstone Unit 1; Mr. M.

L. Bowling, Jr., Recovery Officer Millstone Unit 2; and Mr. M. H. Brothers, Vice President - Millstone Unit 3.

The Millstone Unit No. 3 Recovery Officer responsibilities have been transferred to Mr. M. H. Brothers Vice President - Millstone Unit 3. This transfer includes all of the functions performed by this position at the unit and the site level. A biographical sketch for Mr. Brothers is provided in Attachment 2 to this letter.

In addition, since our October 3,1996, letter, NNECO has executed an agreement with l

PECO Energy Company and VEPCO to extend the recovery agreement frorn these utilities to two years. Please contact Mr. R. T. Laudenat at (860) 444-5248 should you have any questions on the above or attached.

FOX ANNOUNCES SENIOR NUCLEAR APPOINTMENT -

WATERFORD, Connecticut, January 22,1997 - Bernard M. Fox, Chairman, President and CEO of Northeast Utilities today announced the appointment of Neil S.

" Buzz" Carns as Senior Vice President and Chief Nuclear Officer - Millstone. Carns will report directly to Bruce D. Kenyon, President and CEO of Northeast Nuclear Group. He will assume his duties at the Millstone Nuclear Power Station on February 3,1997.

Carns will leave Wolf Creek Nuclea-Operating Corporation, Burlington, Kansas, after over three years as Chairman, President and CEO. He previously served as Vice President, Nuclear Generation for Niagara Mohawk Power Corporation at their Nine Mile Point Nuclear Site in New York State. Prior to joining Niagara Mohawk, Carns was Site Vice President of Arkansas Nuclear One in Russellville, Arkansas.

A former Captain in the U. S. Navy Nuclear Program, Carns is a graduate of the U.S.

Naval Academy at Annapolis with a Bachelor's Degree in Engineering. He also earned a Master's Degree in Public Administration from the University of Washington.

As CNO for Millstone, Carns will oversee the three Unit Recovery Officers, Vice President - Nuclear Work Senices, and the Vice President - Engineering, and be directly responsible for the full scope of operations at the site.

Carns is married and has three grown children and five grandchildren.

4 Biographical Sketch of Mr. Michael H. Brothers I

Mr. Brothers served as Unit Director for Millstone Unit No. 3 from May,1994 to January, j

1995. Prior to becoming Unit Director, he was Operations Manager for Millstone Unit No. 3 from June,1993 to May,1994.

Mr. Brothers served on the Haddam Neck unit staff at Connecticut Yankee Atomic for over seven years in operations and engineering. From August,1992 to June,1993 he held the position of Operations Manager responsible for licensed and non-licensed operations. On the plant engineering staff, Mr. Brothers held the position of Systems Engineering Supervisor responsible for the implementation of the Systems Engineering Program from June,1989 to August 1992. He held the position of Senior Engineer responsible for the Instrumentation and Controls Systems from March,1986 to June,

1989.

Prior to service on staff at Connecticut Yankee, Mr. Brothers held the position of Senior Engineer, Northeast Utilities Service Company responsible for the Nuclear instrumentation and Reactor Protection System upgrades project at Connecticut Yankee from October,1980 to March,1986.

From May,1976 to October,1980, Mr. Brothers worked as a Senior Field Service Engineer for Westinghouse Electric Corporation as a field startup engineer for l

Westinghouse supplied instrumentation and Control Systems at various operating and near-term-operating-license plants.

Mr. Brothers served as an officer in the U. S. Navy Nuclear Program. He holds a Bachelor's Degree in Engineering Physics from the University of Oklahoma, and a i

Master's Degree in Computer Science form the Harvard Graduate Center.
