In accordance with 10 CFR 50.80and10 CFR 50.90, Duke Energy Florida, LLC (DEF),
requested an Order and conforming license amendment to approve a license transfer from Seminole Electric Cooperative, Inc. (co-owner) to DEF (Reference 1). The Order was approved August 10, 2016 (Reference 2) and the conforming license amendment was approved on November 30, 2016 (Reference 3). Included in License Amendment No. 251 was a requirement to submit a signed Amendment No. 9 to Indemnity Agreement No. B-54. This Amendment is enclosed.
There are no new Regulatory commitments in this correspondence.

Indemnity Agreement No. B-54, between Florida Power Corporation, City of Alachua, City of Bushnell, City of Gainesville, City of Kissimmee, City of Leesburg, City of New Smyrna Beach and Utilities Commission, City of Ocala, Orlando Utilities Commission and City of Orlando, Sebring Utilities Commission, Seminole Electric Cooperative, Inc., City of Tallahassee, and the United States Nuclear Regulatory Commission, dated June 20, 1973, as amended, is hereby further amended as follows:
The names "Seminole Electric Cooperative, Inc." and "Duke Energy Florida, Inc."
are deleted wherever they appear in the agreement and substituted in lieu thereof by the name:
"Duke Energy Florida, LLC" Item 1 of the Attachment to the indemnity agreement is modified by deleting the names Seminole Electric Cooperative, Inc." and "Duke Energy Florida, Inc.,"
