U. S. Nuclear Regulatory Commission Office of Inspection and Enforcement Region V 1450 Maria Lane, Suite 210 Walnut Creek, California 94596-5368 Attention:

Mr. R. H. Engelken, Regional Administrator

Dear Sir:

Subject: Docket No. 50-361 30-Day Report Licensee Event Report No.83-005 San Onofre Nuclear Generating Station, Unit 2 Pursuant to Section 6.9.1.13.b of Appendix A, Technical Specifications to Facility Operating License NPF-10 for San Onofre Unit 2, this submittal provides the required 30-day written report and a copy of Licensee Event Report (LER) for an occurrence involving Limiting Condition for Operation (LCO) 3.3.1 associated with the Reactor Protection System (RPS).

On January 9,1983 at 1015, Unit 2 was in Mode 1.

Operator observation revealed a failure of Core Protection Calculator (CPC) Channel D as indicated by lights on Channel D Departure from Nucleate Boiling Ratio (DNBR) trip and Linear Power Density (LPD) trip and an alarm. CPC Channel D was declared inoperable and the appropriate Action Statement associated with LC0 3.3.1 was invoked. As required by this Action Statement (Table 3.3-1-Action 2) CPC Channel D was immediately placed in the bypassed condition.

Subsequent investigation was unable to identify a cause for CPC Channel D failure. It was returned to service at 1700 on January 9,1983 after performance of channel functional testing in accordance with Procedure j

l S023-11-6.2.1. The CPC has continued to operate properly since this event. This was an isolated occurrence and further corrective action is not planned.

Enclosed LER 83-005 addresses this event.

I R. H. Engelken February 8, 1983 Since the RPS contains 4 CPC channels and only 3 channels (all of which remained functional throughout the event) are required for operability, there was no impact on health and safety of plant personnel or the public.

If there are any questions regarding the above, please contact me.

Sincerely, H S Fry I n u 6 m
