The inspectors identified a
Severity Level IV, Non-Cited Violation of
10 CFR 50.59(d)(1) for the licensees failure to perform an evaluation for compensatory actions taken to maintain the closed function of the
emergency core cooling system (
ECCS) containment
sump isolation valves. Specifically, the licensee established compensatory actions in the event remote operation from the control room of the containment
sump recirculation isolation valves (
1SI-850A,
1SI-850B,
2SI-850A and
2SI-850B) was ineffective during plant minimum or degraded voltage conditions. The licensee had not completed a causal evaluation by the end of the inspection period; however, the remedial corrective actions to address certain aspects of this issue had been implemented. Because violations of
10 CFR 50.59 affect the NRCs ability to perform its regulatory function, this finding was evaluated using the traditional enforcement process. In accordance with the
NRC Enforcement Policy, this finding is determined to be more than minor because there was a reasonable likelihood that the change requiring the
10 CFR 50.59 evaluation would require NRC review and approval prior to implementation. This finding has been reviewed by NRC management and is determined to be a Green finding, of very low safety significance.
