Docket No. 50-482: Request for Additional Information Related to Submerged Safety-Related Medium Voltage Power Cables Gentlemen:

The reference requested additional information (RAI) concerning submerged safety-related medium voltage power cables at the Wolf Creek Generating Station (WCGS). Wolf Creek Nuclear Operating Corporation (WCNOC) has reviewed the Nuclear Regulatory Commissions (NRC) request for additional information and conferred with Nuclear Energy Institute (NEI)regarding the recommendations of NEI 06-05. WCNOC will respond to NRC concerns by periodically inspecting and dewatering manholes containing safety related medium voltage cables. Experience obtained from dewatering will be evaluated, and the dewatering frequency adjusted, or modifications implemented, as required to prevent long-term submergence of safety related medium voltage cables.Based upon the decision to dewater manholes containing safety related medium voltage cables, response to the RAI questions regarding cable submergence and the submittal of additional documentation is no longer necessary.

This course of action was discussed during a teleconference with the NRC on October 7, 2008.During the teleconference call on October 7, 2008, WCNOC was requested to discuss testing of these cables. Currently there is no valid test that will measure aging of the cables. However, the subject cables are subjected to insulation resistance tests. In accordance with preventive maintenance activities, these insulation resistance test results have been acceptable and do not show an adverse trend. These tests have been performed periodically for at least 9 years.P.O. WCNOC has commenced dewatering manholes containing the safety related medium voltage cables. Because of the potential for adverse conditions that may limit dewatering progress, WCNOC has not provided a firm completion date. After the initial dewatering, the inspection frequency will be, adjusted based upon actual plant experience.
