EDWIN I. HATCH NUCLEAR PLANT, UNITS 1 AND 2 -ACCEPTANCE OF HATCH FIFTH INTERVAL REQUESTS (TAC NOS. MF6238, MF6239, MF6240, . MF6241, MF6242, MF6243, MF6244, MF6245, MF6246 AND MF624 7)
Dear Mr. Pierce:
By letter dated May 4, 2015, "Submittal of the lnservice Testing Program Relief Requests and Alternatives for Pumps and Valves-Fifth Ten-Year Interval" the Southern Nuclear Operating Company (SNC), submitted multiple requests for relief and alternatives pursuant to Title 10 of the Code of Federal Regulations (10 CFR) 50.55a(z) and 10 CFR 50.55a(f) for the Edwin I. Hatch Nuclear Plant (HNP), Units 1 and 2." By letter dated June 18, 2015, SNC withdrew its request for NRC approval of RR-V-3, requested that NRC approval of RR-P-3 be granted pursuant to 1 O CFR 50.55a(z)(1) instead of 1 O CFR 50.55a(z)(2),
and requested NRC approval of RR-V-10 pursuant to 10 CFR 50.55a(z)(1).
By letter dated July 16, 2015, SNC provided additional information on requests RR-P-11, and RR-P-13.
By another letter received on July 16, 2015, SNC withdrew RR-V-2 and provided additional information on RR-V-1. The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of this request. acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to continue its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant. The licensee needs to demonstrate that the proposed alternatives and requested relief meets the requirements of 1 O CFR, Sections 50.55a(a)(z) and 10 CFR 50.55a(f)(6),
as applicable to the specific requests.
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRC staff to continue its detailed technical review and make an independent assessment regarding the acceptability of the request in terms of regulatory requirements.
Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staff's ability to complete the detailed technical review are identified despite completion C.R. Pierce of an adequate acceptance review. You will be advised of any further information needed to support the NRC staff's detailed technical review by separate correspondence.
