INTRODUCTION The Tennessee Valley Authority (TVA) Watts Bar Nuclear Plant WBN) AnnualNon-Radiological Environmental Operating Report is provided for the period ofFebruary 7,2016 through February 6,2017. This reportwas prepared in accordance with Appendix B to facility operating licenses NPF-90 and NPF-96, "Environmental Protection Plan (EPP),' Section 5.4.1, "Routine Reports."

This report includes asummary of:A. Reports previously submitted as specified in the WBN National Pollutant Discharge Elimination System (NPDES) Permit Number TN0020168.

B. All special reports submitted per EPP Section 4.1, "Environmental Monitoring."

C. All EPP noncompliances and the corrective actions taken to remedy them.D. Changes made to applicable state and federal permits and certifications.

E. Changes in station design or operation that could involve a significant environmental impact or changes to the findings of the Final Environmental Statement (FES).F. Non-routine reports submitted per EPP Section 4.2, "Unusual or lmportant Environmental Events."G. Changes in the approved EPP.II. REPORTS PREVIOUSLY SUBiIIITTED AS SPECIFIED IN THE WBN NATIONALPOLLUTANT DISCHARGE ELttUtNATION SYSTEM (NPDES) pERtUtTThe following reports were submitted as specified in the WBN NPDES Permit NumberTN0020168 and the Tennessee Storm Water Multi-Sector General Permit (TMSP)Numbers TNR051343 and TNR050000:

A. As required by the NPDES permit, Discharge Monitoring Reports (DMRs) werecompleted and submitted monthly to the Tennessee Department of Environment and Conservation (TDEC) no later than 15 days after the completion of thereporting period.B. WBN submitted to the TDEC the "Compliance Survey for Watts Bar NuclearPlant Outfall 113 Passive Mixing Zone" for "Winter 2015". As summarized in thereport, the compliance surveys confirms the adequacy of the passive mixingzone and the adequacy of the thermal model to evaluate the operation of Outfall113.C. The annual Biocide/Corrosion Treatment Report was completed and submitted toTDEC prior to the February 15, 2016 deadline.

D. The annual sampling and analysis required by the 2016 and 2017 TMSP forstorm water was performed and the annual reports were submitted to the TDECwithin 30 days after the sample results were obtained.

E. DMR Quality Assurance (QA) Laboratory Performance Evaluation Study 36 wascompleted by and submitted to Environmental Resource Associates, the TDEC,and the Environmental Protection Agency (EPA) prior to the August 26,2016deadline.

The cadmium,

selenium, and total suspended solids value for DMR-QA Study 36 analyses performed and reported by our contract analytical laboratory

- Test America were 'Not Acceptable'.

After a careful investigation, the probable root cause was undetermined.

Corrective action measures toensure the current analysis process produces reliable and repeatable resultswere determined to be unnecessary as no reproducible issue was detected.

SPECIAL BIOLOGICAL IUIONITORING REPORTSA. EPP Section 4.1.1, "Aquatic Monitoring"

1. Routine semi-annual Whole Effluent Toxicity WET), a.k.a. chronicbiotoxicity tests, were conducted on plant effluents and the appropriate reports were submitted as part of the DMR for Outfall Serial Numbers(OSNs) 101 and 113, in May and October 2016 as required by theNPDES permit. All TVA test results were valid for all sampling outfallsand dates and for both lC25 tests (P. promelas and C. dubia).2. A report on the "Biological Monitoring of the Tennessee River near theWatts Bar Nuclear Plant 2012" is not required in accordance with Part lll,Section I of the WBN NPDES Permit, but was a recommendation in the"Watts Bar Nuclear Plant Supplemental Condenser Cooling WaterSystem Fish Monitoring
Program, 2001" report to be consistent with otherrequired annual reporting programs at Tennessee and Alabama nuclearplants. TVA determined in January 2013 that these reports, or anequivalent, would be submitted with the permit renewals versus thehistorical annual basis (last submitted December 29,2015 as acomponent of the NPDES permit renewal application).
3. ln accordance with the provisions of Tennessee Code Annotated Section 69-7-301 et seq., the Water Resources lnformation Act, WBNsubmitted the Water Withdrawal Registration Form for Calendar Year(CY) 2016 to the TDEC prior to the February 15, 2017 deadline.

Althoughfederal agencies are not subject to laws and regulations promulgated bystate governments unless Congress has clearly waived the federalgovernment's sovereign

immunity, in 2003 TVA voluntarily agreed as amatter of policy to provide the registration information in order to assistboth TVA and TDEC in carrying out their water management responsibilities.

ENVIRONMENTALPROTECTIONPLANNONCOiiPLIANCES WBN received two Notice of Violations (NOVs) from February 2016 to February 2017.A. On November 8, 2016, the TDEC issued the WBN Compliance Evaluation lnspection (CEl) report and issued two NOVs:i. According to comments made by TVA personnel and the calibration report, Wafts Bar Nuclear Plant Dye Test Calibration for 0-FlT-27-98, January 26,2016, the flowmeter 0-FlT-27-98 may not maintain calibration between scheduled calibrations and should be calibrated on a morefrequent basis. By failing to ensure that the flowmeter at OSN 101maintains a tolerance of +1go1o, TVA WBN is not in compliance with PartllA.4 of its permit.ii. By failing to repair the permanent temperature sensing system at OSN101 in a timely manner, TVA WBN is not in compliance with Part A.4 of itspermit and Note 4 in Part 1.ln accordance with the NPDES permit, the following noncompliances were reported tothe TDEC.ln accordance with Part 1 of the NPDES permit, daily temperature monitoring at OSN101 was conducted on January 01-22, February 12, May 13 through 31 , June 1 , 2,26 through 30, July 3, 6, 9, 12,16,20,23,29, and 31, September 1 through 12 andthe 29th, 2016 due to temperature monitoring equipment failure.

WBN notified theTDEC on the applicable DMR cover letters.On February 18, 2016 WBN reported to TDEC that WBN exceeded the benchmark monitoring requirement for iron at storm water monitoring outfall SW-g on January15,2016.Due to constraints on the OSN 101 flow meter, flows in excess of 80,000 gallons perminute (gpm) were calculated for the months of February 2016 through September 2016.Due to meter fouling, flows were calculated at IMP 103 April 5 through 7 , 11, 15, 20,22 through 26, 28, 2016 and May 1 , 3 through 16, 1 8, 22, 24 through 26, and 29through 31,2016.On June 18,2016, TVA notified the National Response CenterthatWBN had an oilsheen on the Cooling Tower Basin. Estimate of oil released into the cooling towerbasin is less than one quart. Notifications were also made to Tennessee Emergency Management Agency (TEMA), the CDO, ODS, the National Response Center, theNRC (NRC event#520211, and the TDEC.On July 11,2016 WBN reported to the TDEC in the June DMR cover letter that dueto Turbine Building Station Sump (TBSS) pump failure on June 24,2016, the TBSSeffluent was discharged on June 25 and 26, 2016 to the Yard Holding Pond via astorm water drain. This effluent was analyzed daily for OSN 101 parameters at theNPDES monitoring point and IMP 103 parameters at the discharge point. On July 26,2016 at 1536 EDT, TVA notified the National Response Center thatWatts Bar Nuclear Plant had noted an oilsheen on the Cooling Tower Basin. An oilsheen was observed within the U1 Cooling Tower basin at WBN. The sheen did notcover the entire Cooling Tower basin. The sheen covered approximately two squarefeet. Estimate of oil released into the Cooling Tower basin is less than four ounces.No oil sheen was visible in the Tennessee River from the bank above the diffuserpipes. Notifications were also made to TEMA the NRC (NRC event#52126),

and theTDEC.On August 09, 2016, TVA notified the National Response Center that Watts BarNuclear Plant had noted an oil sheen on the Cooling Tower Basin. No oil sheen wasvisible in the Tennessee River from the bank above the diffuser pipes. Notifications were also made to TEMA the NRC (NRC event#52163),

and the TDEC.On August 30, 2016, TVA reported a Notice of Unusual Event - Fire in a Main BankTransformer (NRC event#52210).

A fault occurred on the unit 2 "B" main banktransformer resulting in an oil fire and the loss of approximately 15,000 gallons of oilto the site drainage system and ponds. The main turbine tripped resulting in a reactortrip. The fire began at2110 EDT and was reported out at2228. Unit 1 continued operation.

Notifications were also made to the DHS SWo, FEMA ops Center, DHSNICC, FEMA NationalWatch Center (E-mail) and Nuclear SSA, the NRC, and theTDEC.WBN notified the TDEC on the September 2016 DMR cover letter of the MusselRelocation Zone (MRZ) average calculation for September 1 through 18 and27through 30, 2016 due to a failure in the temperature monitoring equipment failure.The NRC event#52400 involved the release of a GE BETZ Chemical Flogard*MS6237 (ratio of materials 2O-4Oo/o for both Zinc Chloride and Phosphoric Acid) onNovember 29,2016.

The release of approximately 525 gallons was reported in theNational Response Center report 1 165106 (total volume of the container was 2,500gallons).

From the total spilled and the percentage estimations from GE BETZ, thematerial exceeded the Zinc chloride Reportable Quantity (Ra) of 1,000 pounds.TVA demonstrated that Phosphoric Acid did not exceed its RQ of 5,000 pounds. Anotification was given to the National Response Center, Rhea County LEPC,Tennessee Emergency Management Agency, and the TDEC.H.t.J.K.E-7 of 10 V. CHANGES MADE TO APPLICABLE STATE AND FEDERAL PERTUIITS ANDCERTIFICATIONS A. NPDES Permit Number TN 00201681. The Environmental Protection Agency (EPA) issued the final rule requiring allNPDES Permitees to utilize electronic reporting instead of the former paper-based reporting.

This rule became effective on December 21,2015.

TheTDEC instituted the NetDMR for submitting the monthly DMRs. This ruledoes not change the information required to be reported nor does it changeNPDES requirements.

lnformation regarding the rule can be obtained underDocket lD No. EPA-HQ-OECA-2009-0274 at the www.reoulations.oov website.2. On December 6, 2016, TVA submifted comments to the draft NPDESpermit dated November 17,2016.3. TVA requested an update to the Tennessee Storm Water Multi-Sector General Permit (TMSP) TNR051343 to add coverage under Sector AF onDecember 16, 2016. TVA recently completed construction projects underTNR190741 and elected to maintain the spoils area underthe TMSP as aborrow area. The runoff from the borrow area drains to an existing stormwater outfall, SW-13.B. Air Permits Number 4638221. On March 31, 2016 TVA applied for a source No. 72-0029, DG-gConstruction Permit for a TSOB Building Replacement Emergency Generator Diesel Engine.VI. CHANGES IN FACILITY DESIGN OR OPERATION ln accordance with EPP Section 3.1, "Plant Design and Operation,"

facility design andoperational changes were reviewed for potential effect on the environment as described below. A review of facility design and operational changes proposed from February 7,2015, through February 6, 2016, was performed.

Projects considered as havingpotential impact on the environment included those that:. Could have caused waste stream generation/alteration.

. Required the acquisition/modification of permits.o lnvolved the use of hazardous material.

. Required physical construction.

The review, performed in accordance with the guidelines of TVA's NationalEnvironmental Policy Act (NEPA) Program, documented that design and operational changes did not involve an unreviewed environmental question.
