February11,.1980L-49-80Re:TurkeyPointandSt.LuciePlantsDocketNos.50-250,50-251,and50-335OffsitePowerThisletterisforwarded inresponsetolettersdatedOctober1andOctober17,1979fromMr.A.Schwencer andMr.R.W.Reidofyourstaff.TheNRCletterswereonthegeneralsubjectofoffsitepowerandrequested considerable information specifictolossofoffsitepowereventsexperienced byFloridaPowertLightCompany(FPL).Thedetailedcompilation oftherequested information represents anextensive efforttosegregate dataonoffsitepowerevents,muchofwhichalreadyexistsinotherFPLreports.Atthispoint,wehavedetermined thatitwouldbelesstimeconsuming (animportant consideration giventhemanpowerconstraints causedbyNUREG-0578) andpossiblymoreusefulforustodescribethemanysignificant system-wide improvements wehavemadesinceourfirstnuclearunitbecameoperational in1972.Thisdescription isprovidedinAttachment 1andshowsthedegreeofchangeexperienced bytheFPLtransmission systemovertheintervening years.Thus,forthepurposeofevaluating anelectrical transmission system,thevalueofcompiling detailedinformation onoffsitepowereventsfromseveralyearspastwouldappeartobemuchlessfortheFPLsystemthanforasystemthathadnotbeenchanged.AlistingofmajorFPLoffsitepowereventsispresented inAttachment 2.Eacheventwasanalyzedtodetermine itscauseandtodeveloprecommendations tohelppreventrecurrence.

Alargenumberofsuchreccmmendations havebeenimplemented, withaconsequent increaseinthestability andreliability oftheFPLsystem.Ingeneraltheimprovements canbecategorized asfollows:(1)anincreaseinthenumberandcapacityoftransmission lines,withplansforfurtherexpansion ofthe500kVportionofthesystem,,(2)improvedcontrolbymeansofanadvancedelectronic controlsystem,simulator
