Theconstruction ofSt.Lucie42hasmetvirtually everymajormilestone onthecriticalpathscheduleestablished somefouryearsago.St.LucieO2isapproximately 65%completed withconstruction atthepresenttimeandisscheduled forfuelloadonOctober29,1982.Necannotvoluntarily accept.tneNRCscheduleforlicensing ofthisunit.TheNRCstaff,despiteourproteststothecontrary, insistscnalicensing sch'edule assumingacompletion dateofDecember, 1983.It.appearsthattheNRCschedule ispredicated onaverageconstruction timesofmanyplantsoveranumberofyears.Thisisveryinaccurate whenusedtopredictthecompletion dateofaspecificplantwhichismeet:ingtheschedulemilestones shownonattachment A.IfthatscheduleisnotchangedbytheNRCtoreflectthedatewhenwewillcompletetheplant,theresultswillbeasfollows:a)FPLwillcompletetheunit:inOctober,1982.K>eunitwillbeoperative butremainidleforlackofanoperating licensefor13ohs.A4t'~~082eoS5y 4~rMr.'ohnAhearneFebruary27,19811b)FPLwillburn9,750,000barrelsofforeignoilwhichwouldnototherwise, beusedbutforthelackofanoperating',license.

oftheSafetyEvaluation Report.Thisindependent reviewisestimated tocostFloridaPower6LightCompanyabout$3,000,000 andis'undertaken withtheexpectation thatthebenefitswillbecommensurate withthiscostandtheverylargeextraeffortonthepartofourstaffthatisinvolvedinthisprocedure.
Thisindependent reviewprocessisexpectedtoverysubstantially reducetheNRCmanpowerrequirements forthereview.Xndeed,itisexpectedthattheprimaryproductoftheindependent reviewwillbeadocumentthatisessentially adraftsafetyevaluation report.Wewillingly undertake thisadditional burdeninanefforttoleavenostoneunturnedinanefforttokeepSt.Lucie42onitsoriginalschedule.
Acceptance ofthisindependent designreviewapproachwillrequireNRCsupport,atalllevels.Wewillwillingly undertake therequiredexpenditure ofresources ifthe'RCwillagreethatitslicensing willkeeppacewithourconstruction schedule.
