FloridaCitiesbelievethatitisintheinterestofallpartiestoavoidtwoantitrust proceedings beforeseparatelicensing boardsrelatingtothesamelicense.Staffhasraisedtwopoints:First,Staffstates,"ThisBoardhasnojurisdiction toconsiderapetitionthatraisesonlyantitrust issues."Second,itsuggests, "Itispossiblethat-footnote 1onpage3ofthepetition.
