1aJune26,1984StartupPhysicsTestingProgramCycle14StartupPhysicsTestingProgramwasconducted duringtheperiodfromMay11,1984toJune88,1984.Thestateddatesspanfrominitialcriticality toattainment of188%power.Theresultsofthephysicstestingprogramshowedthatallmeasureddatawaswithintheboundsoftheacceptance criteriatolerances withexceptions asnotedbelow.ThePT-34seriesofprocedures wasusedtoperformthelowpowerphysicstestingmeasurements inconjunction withtheS-15seriesforfluxmapping.

Theprogramconsisted ofdetermining thefollowing parameters:

l.Allrodsoutcriticalboronconcentration 2.Isothermal Temperature coefficient 3.ControlRodWorthsforBanks"D","C"and"B"4.Boronendpoints 5.Coresymmetryandpowerdistribution measurements 6.Criticalboronconcentration

-FullPowerInitialcriticality wasachievedon85/12/84at8458hours.TheHotZeroPowerparameters aslistedin1thru4abovewerethenmeasured.

Thefluxsymmetrymappingandsubsequent powerescalation andmeasurement ofpowerdistribution andhotchannelfactorswasdelayeduntil5/23/84duetotheplantreturntocoldshutdownforsecondary chemistry concerns.

~,J'Thedeviation habeenevaluated bynuclear'engineering, and,ithasbeendetermined thatproceeding tofullpowerisacceptable forthefollowing reasons.Thetotalrodworthforthethreebanksmeasurediswithin+18%ofpredicted values,therefore, satisfying theassumptions outlinedintheshutdownmargincalcu-lation.2~Theshutdownmargincalculation (Table6.3oftheNuclearDesignReport)indicates thatexcessshutdownmarginof818pcmexiststotherequiredshutdownmarginof1888pcmatBOL.3~ThemeasuredARO,D,D+Cand,estimated D+C+Bboronendpointdatacomparewelltothepredicted valuesindicating thattheBbankdeviation doesnotrepresent anunanticipated corereactivity anomaly.TheWestinghouse nucleardesignerisconducting hisownevaluation todetermine thecauseofthedeviation.

Ifaftertheaboveactions,theacceptance criterion stillcannotbemetanevaluation willbeperformed ontheeffectofthisdifference onparameters usedintheaccidentanalysis'f theaccidentanalysisisunaffected bythisdifference, thecorewillbeallowedtogoabove5%ratedpower.

FluxSymmetryandPowerDistribution:

Thefluxsymmetryfluxmapwasperformed at23.6%ratedpower.Alllocations wereevaluated totheacceptance criteriaaslistedbelow.Theonlylocations tofalloutoftheacceptance bounds,werelocations I-5andI-6,whichrecorded-14.231%and-14.233%respectively.

Thethimbleusedtopredicttheselocations isI-5.ThisspecificassemblylocationisaMixedOxideAssembly(Plutonium enriched).

Theresultswereevaluated anditwasdetermined thatmodelingofthepowerdistribution forthisassemblywasthereasonforthedifference.

Theremainder ofthemapwasingoodagreement withpredictions andverifiedthecorewasproperlyloaded.AllNuclearHotChannelfactorswerewellwithintheboundsofPlantTechnical Specifications.

Duringsubsequent powerescalation, fluxmapsweregenerated at46$,71.5%withIncore/Excore calibration performed at83%power.Following areactor/turbine tripduetoanexciterfailure,powerescalation to188%wasachieved.

The188%mapwasthentakenon6/8/84,withallHotChannelFactorswellwithintheboundsofPlantTechnical Specifi-cations.A~ccetanceCriteria:

Theacceptance criterion forafluxmapisthattheplantTechnical Specification onpeakingfactorsbemet.Asanaidinevaluating thepowerdistribution maps,thedifferences betweenmeasuredandpredicted assemblypowerlevelsarereviewed.

Generalcriteriaforthesecomparisons arethatthedifference forassemblies withrelativepower<1'belessthan15%andthedifference forassemblies withrelativepower>1.8belessthan18%.Ifthesedifferences areexceeded, anevaluation shallbeperformed toensurethatthepeakingfactorTechnical Specifications willbemet.Ifsuchanevaluation indicates thatthepeakingfactorlimitswillbemet,nofurtheractionisnecessary.

geCriticalBoronConcentration

-FullPower:Duetothenumerousdelaysasaresultofsecondary concernsencountered duringstartup,HotFullPowerSteadystateconditions werenotattaineduntil6/8/84,whichrepresents anexposureof"388MWD/MTU.Thecalculated boronconcentration atthatpointwas888PPMwithapredicated valueof828PPM.Subsequent Boronmeasurements todateindicatethepredicated tocloselyapproximate theactualvaluesobtained.
