ThisletteramendsoneoftheTechnical Specification (T/S)changerequestscontained inourletterNo.AEP:NRC:0659, datedMarch29,1982.Morespecifically, ChangeNo.3ofthatletterrequested thatanewspecification (T/S6.3.2)beissuedtoaccommodate thesituation ofthethennewCookPlantOperations Superintendent.
Thepreviously proposedT/S6.3.2wouldhavealloweda"fulltimeassistant" holdingaSROlicensetoperformtheOperations Superintendent's "licensed functions."
Inthisletterwearerequesting, first,achangetoT/SFigure6.2.2(Facility Organization) bydeletingtheSOL(SeniorOperatorLicense)intheOperations Superintendent's identification box.Secondly, wearerequesting achangetoT/S6.3.1toincludethestatement.

Thisargumenthasbeenrecentlysupported byanOakRidgestudy(asdescribed intheOctober18,1982,issueofINSIDENRC)whichsurveyedthenuclearindustry(including NRCpersonnel) onthesubjectofmanagerial licensing.
Thisstudydepictedastrongopposition totheenforcement ofmanagerial licensing, andsupported insteadtohavetheNRCencourage theindustrytoassuremanagerial qualitybyestablishing standards ontherecruitment,
- training, andassessment ofmanagers.
Furthermore, Revision3toNUREG-0452
("StandardTechnical Specifications forWestinghouse Pressurized WaterReactors"
)doesnotrequirethatthefacility's Operations Superintendent betheholderofaSOL.Webelieve,basedonalloftheabove,thattherequested T/Schangeswillnotdegradethequalityofmanagement attheCookPlantandwillnotendangerthehealthandsafetyofthepublic.Weinterpret theproposedT/Schangestoconstitute ClassIandClassIIAmendments.
Therefore, wehaveenclosedacheckforonethousandsixhundreddollars($1,600).TheseproposedchangeshavebeenreviewedbythePlantNuclearSafetyReviewCommittee (PNSRC)andwillbereviewedbytheNuclearSafetyandDesignReviewCommittee (NSDRC)atitsnextmeeting.Thisdocumenthasbeenpreparedfollowing Corporate Procedures whichincorporate areasonable setofcontrolstoensureitsaccuracyandcompleteness priortosignature bytheundersigned.
