The1970andlatereditionsofASMECode,SectionXIincorporates therequirements foroperational testingofcertainpumpsandvalveswithinanuclearpowerplant;TheCodeofFederalRegulations, under10CFR50.55a,requiresthatthefirstpumpandvalvetestperiodbeinitiated atthestartofthenextregular00monthperiodinaseriesofsuchperiodsbeginning atthestartoffacilitycommercial operation.

Thenext00monthperiodhasbeenestablished tostartinDecember, 1979forNineMilePointUnit1,whichdictatesthatthePumpandValveTestingProgrambesubmitted toNRCby3une1979.According to10CFR50.55a,theeditionoftheCodeapplicable tothePumpandValvePlanwouldbetheoneineffect6monthspriortothestartofthenext00monthperiod.However,asofthiswriting,the1975SummerAddendaisthelatesteditionofthecodeendorsed.

theSectionXIPumpandValveInservice Testing'IProgramshallbeinitiated atthestartofthenextregular00monthperiodsubsequent toSeptember 1,1976,inaseriesofsuch,periodsbeginning atthestartofthefacilitycommercial operation.

Thenextsuchperiodhasbeenestablished tostartinDecember, 1979forNineMilePointUnitl.ThisPlanhasbeenpreparedinaccordance withtherequirements oftheASMESectionXI,1970Edition,uptoandincluding 1975SummerAddenda,thelatestendorsedbytheNRC.ThePlanshallberevisedtocomplytothecodecurrently approvedbytheNRCpriortoitsimplementation inDecember1979andshallbeineffectforthefirst20monthperiod;ThePlanshallbeupdatedthereafter every20monthstotheeditionofthecodeineffectpriortothestartofeach20monthperiod.Therequirements andrecordformatsforinservice testingofClass1,2,and3(coresponding toQualityGroupA,.B,andCrespectively) pumpsandvalvesinstalled atNineMilePointUnit1havebeendefinedperSectionXI,Subsections IWPandIV/V,aswellasperNRCrecommendations in"Guidance for'reparing PumpandValveTestingProgramDescriptions andAssociated ReliefRequestsPursuantto10CFR50.55a(g)".

Beyondthecode,tomeetwithNRCrequirements, duringcoldshutdowns, valvetestingneednotbeperformed moreoftenthanonceeverythreemonthsforcategory" A,BandCvalves.Inservice testingwillcommencewithin2hoursaftercoldshutdownisachieved, butnolaterthan08hoursaftercoldshutdown, andcontinueuntileitheralltestsarecompleteortheplantisreadytoreturntopower.Theintegration of'theSectionXIPumpandValveTestingrequirements withtheexistingplantmaintenance andsurveillance programshasreceivedprimaryconsideration inthepreparation ofthisPlan.Thiswillassureelimination ofduplication ofeffortandthusreducetheimpactonmanpowerrequirements, exposureratesandscheduling thatwouldbecausedbytheintroduction ofanewparallelbutseparateprogram.Tothatgoal,existingpumpandvalveprocedures werereviewedFORMnNES2052/80 r

ThespecificSectionXIrequirements havebeensummarized inGeneralTestingProcedures, whichalsoincludeformstobeusedtosummarize pumpandvalvetestingstatusand.allsupporting documentation.

Byreference, component-specific FieldTestProcedures arepartoftheGeneralTestProcedures.

TheFieldTestProcedures arethesoledocuments neededtosetup,performandrecordtheactualfieldtestingandhavebeenmodifiedtoaccommodate allspecialrequirements definedintheGeneral.,TestProcedures.

TheGeneralTestProcedures andallattachedformsareprimarily designedforprogramcontrol,analysisandcomparison, establishment ofreference values,anddocumentation compliance.

Testdata,whereverrequiredtobeentered,willbetransferred fromdatasheetsusedintheFieldTestProcedures.

Theresultsofallanalysesshallbereflected backinthe"TestResults"sectionoftheFieldTestProcedures.

Allcorrective action(repairorreplacement ofcomponents) shallbeinitiated byfillingouta0/ork'Request (WR)formasrequiredbytheFieldTestProcedure.
