This rule endorsesthe National Fire Protection Association.Standard 805 (NFPA 805), "Performance-BasedStandard for Fire Protection for Light Water Reactor Electric Generating Plants," 2001 Edition.Xcel Energy, the licensee of the Prairie Nuclear Generating Plant, Units 1 and 2, has submitteda license amendment request (LAR) to adopt 10 CFR 50.48(c) (NFPA 805), and thisproject-level description of work outlines the requirements for technical assistance to beprovided by the Center for Nuclear Waste Regulatory Analysis (CNWRA)/South West ResearchInstitute (SwRI) to the Fire Protection Branch (AFPB) in the Division of Risk Assessment (DRA),NRR, to complete the technical review and develop the Technical Evaluation Report (TER).By letter dated September 28, 2012, Northern States Power Company, a Minnesota Corporation(NSPM), the licensee of the Prairie Island Nuclear Generating Plant, Units I and 2 (PINGP)submitted a license amendment request (LAR) to the Nuclear Regulatory Commission (NRC), toadopt National Fire Protection Association Standard 805 (NFPA 805) as the licensing basis forthe fire protection program. Shortly after the PINGP NFPA 805 LAR for transitioning to NFPA805 was accepted for detail technical review by the NRC, by letter dated May 3, 2013, thelicensee informed the NRC that the during internal reviews in preparation for the NRC on-siteaudit of the PINGP NFPA 805 LAR, NSPM identified a number of issues with the fireProbabilistic Risk Assessment (PRA) aspects of the LAR and informed the NRC that a revisionis required to the PINGP Fire PRA. Several of the fire PRA issues were determined to affectthe risk values identified in the LAR. Since PRA area is the base-line for the entire LAR, thelicensee decided to "pull back," or otherwise put on hold the entire review.Page 5 of 34 On October 17, 2013, the licensee informed the NRC of their schedule plan for submitting asupplement to the previously submitted LAR and that-the projected date is May 1, 2014. Basedon.discussions between the licensee and the staff, the NRC staff has determined that the "LARsupplement" is so extensive that a completely new detail technical review is warranted. Also,since the submittal of the initial LAR, the NRC, in December 2013, changed its review approachwhich in turn changed the scope of the current task order Statement of Work and the level ofeffort. Therefore, a completely new task order consisting of the full scope of the NFPA 805review is being established.OBJECTIVEThe objective of this task order is to obtain technical expertise from the CNWRA/SwRI to assistthe staff in determining the safety adequacy of the Prairie Nuclear Generating Plant, Units 1 and2, 10 CFR 50.48(c) (NFPA 805) LAR in the technical review area of nuclear power plant firemodeling and fire protection programmatic portion of LAR so the NRC staff can make alicensing decision regarding whether or not the LAR is in accordance with 10 CFR 50.48(c);NFPA 805, 2001 Edition; and the guidance provided in the NUREG-0800, Standard ReviewPlan (SRP) Section 9.5.1.2, "Risk-Informed, Performance-Based Fire Protection Program."TECHNICAL AND OTHER SPECIAL QUALIFICATIONS REQUIREDOne senior-level Fire Protection or Mechanical Engineer on an intermittent, part-time basis toserve as the Principal Investigator (PI) who has background and experience in nuclear powerplant design and operations to include procedures related to operations at full-power conditionsand shutdown modes. The PI should also be knowledgeable in the application ofNUREC/CR-6850 methods which pertains to nuclear power plant fire protection PRA models.The PI must be able to ensure that the LAR reviews performed by the domain experts (e.g.,FPE, Fire PRA, SSD/CA) are integrated and address areas that cross-cut domains, i.e., that thereview by one domain expert is integrated with the review by other domain experts). The PImust also ensure that the PRA model that is reviewed by the PRA expert makes assumptionsabout the fire protection program and that the review of the fire protection programassumptions in the PRA model must be a coordinated/integrated review by both the PRA andFPE experts.One senior-level Fire Protection Engineer on an intermittent, part-time basis who isknowledgeable of nuclear power plant fire protection programs and has in-depth experience infire modeling and fire hazard analysis; has in-depth knowledge and experience in the designand operation of nuclear power plant fire protection systems; and, experience in the applicationof Appendix R compliance.One senior-level Mechanical or Nuclear Engineer on an intermittent, part-time basis who isknowledgeable of nuclear power plant design and operation to include procedures related tooperations at full-power conditions and shutdown modes and who has in-depth knowledge andexperience in the design and operation of fire protection systems and programs implemented atnuclear power plants, and experience in the application of Appendix R regulations.All three individuals should be knowledgeable in the preparation of the TER, i.e., input to NRCsafety evaluation reports.The engineers must be able to. satisfy the escorted access requirements for the OwnerPage 6 of 34 Controlled Area and Protected Area of Prairie Island site.WORK REQUIREMENTS AND SCHEDULETasks Scheduled Completion1. Based on 10 CFR 50.48(c); NFPA 805, 2001 Edition andthe guidance provided in the SRP Section 9.5.1.2., reviewand evaluate the Prairie Nuclear Generating Plant 10CFR 50.48(c), (NFPA 805) LAR in the areas of nuclearpower plant fire modeling and fire protection programmaticand determine the safety adequacy in the areas listedbelow to enable the staff to make a licensing decisionregarding whether or not the LAR is in accordance withthe regulations.Identify areas where any additional information is neededto determine if the LAR is in accordance with the applicableregulatory requirements and develop questions for thelicensee i.e., request for additional information (RAIs).Prepare a TER utilizing the template and guidance to beprovided by the NRC staff.a.
