SUMMARY OF AUGUST 4, 2015, MEETING WITH PACIFIC GAS AND ELECTRIC COMPANY ON RISK-INFORMED COMPLETION TIMES TECHNICAL SPECIFICATION TASK FORCE (TSTF)-505, REVISION 1, "PROVIDE RISK-INFORMED EXTENDED COMPLETION TIMES -RITSTF INITIATIVE 4B," FOR DIABLO CANYON POWER PLANT, UNIT NOS. 1AND2 (TAC NOS. MF3240 AND MF3241) On August 4, 2015, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Pacific Gas and Electric Company (PG&E, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the license amendment request (LAR) submitted by PG&E on November 25, 2013, to adopt risk-informed completion times per TSTF-505, Revision 1 at Diablo Canyon Power Plant, Unit Nos. 1 and 2 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML 13330A557). The meeting notice and agenda dated July 21, 2015, are available at ADAMS Accession No. ML 15202A075. A list of attendees is provided in Enclosure 1. The licensee's presentation slides may be accessed from ADAMS at Accession No. ML 15232A010. The publicly noticed meeting was held to discuss issues associated with the NRC staff's TSTF-505 LAR review. Specifically, requests for additional information (RAls) transmitted from NRC to PG&E on June 29, 2015 (ADAMS Accession No. ML 15180A388), and NRC Instruments and Controls (l&C) Branch concerns were discussed during this meeting. l&C Branch presentation slides may be accessed from ADAMS at Accession No. ML 15216A411. Highlights from this meeting include the following:
- Out of 10 commitments made in the original TSTF-505 LAR by the licensee, the licensee completed eight commitments and proposed to change the others to license conditions.
- The licensee will describe all compensatory measures that will be placed in response to the NRC RAls dated June 29, 2015.
- The licensee will also provide justification for taking equal credit for compensatory measures versus actual modifications that will be made.
- Modifications for fire protection to adopt to the National Fire Protection Association (NFPA) 805 standard will not be completed, probably until 2018.
- Licensee representatives and the NRC staff extensively discussed the definition of loss of function regarding instrumentation and controls. The NRC staff expects to have additional meetings with industry on this topic. Two members of the public were in attendance for the teleconference meeting and had no comments.
