Thepurposeofthisletteristoinformyouofthestatusofmodificationsbeingperformedtoaddresshumanengineeringdiscrepancies(HEDs)identifiedintheGinnaControlRoomDesignReview(CRDR)SummaryReportsubmittedtotheCommissionbyaletterdatedDecember30I1985.Fourhundredandseventy-seven(477)HEDsweregeneratedduringthecourseoftheCRDRreview.Ofthese>twohundredandfifty-two(252)weredeclaredbytheRGGECRDRCommitteetorequireremedialaction.Remedialactionvariedineffortfrommajormodifications(e.g.iremovalofthe115kVpanelfromthecontrolroomiinstallationofanewplantprocesscomputerandSafetyAssessmentSystem>installationofanewcontrolroomlightingsystemiandincorporationofacompletemaincontrolboardenhancementprogram)totrainingoftheoperatorsinsuchmattersastheplantcommunicationsystemandtheuseoftheemergencyoperatingproceduresonthenewplantspecificsimulator.Inadditiontothe252HEDsthatrequiredremedialaction,approximately110HEDsisuchasthosethataddressedcontrolroomalarmsicontrollersrannunciatordesigniadditionofparameterstotheplantprocesscomputer>indicatorscalesiandannunciatortiledesignandlayoutiweretohavefurtherstudiesperformedforultimatere-reviewanddispositionbytheCRDRCommittee.Originallyrthelastofthesestudieswastobecompletedin1988/howeverrattheurgingoftheNRCStaff>thesestudieswereacceleratedandhavenowbeencompleted.TheresultswillbereportedalongwithadditionalinformationrequestedbytheStaffinasupplementalCRDRreporttobesubmittedinJuly1987.8707010156870622PDRADQCN05000244PPDR

<<(gWt TheremainingHEDs<whichdidnotrequirefurtherevaluationorrequireremedialaction<wereclassifiedbytheCRDRCommitteeasrequiring"noaction"foravarietyofreasons.Todate,ofthe252action-requiredHEDs>51remainopen>mostofwhicharescheduledforcompletionbyearly1988.However>forvariousreasons<includingtheacceleratedscheduleforcompletingevaluations<sometasksthatwereexpectedtobecompletedatthistimearenotyetcomplete.Thefollowingisadiscussionofthosetasksthathavenotbeencompletedasscheduledincludingrescheduledcompletiondates.SeveralHEDsaddressedindividualproblemswithcontrolboardindicatorscales.Theproblemswerenumerousenoughtowarrantastudyofindicatingscalesingeneraltodetermineauniformapproachtotheproblem.Inperformingthestudy<ourcommitmentwasexpandedfromapproximately10scalestoapproximately70newindicatorscales.InstallationofthenewscaleshadoriginallybeenplannedtobecompletedbyApril1987.However<deliveryofthenewexpandedlistofscalesisnowexpectedtobeinAugust1987.Barringanyunforeseendelay<installationwillbecomp-letedinSeptember1987.A"select"zonebandingprogramforsafetyrelatedindicatorswillbeimplementeduponcompletionofthenewscaleinstallations.Rheostatplatesforemergencydieselgeneratorautomaticvoltagecontrolweretobeinstalledduringtherefuelingoutageof1987aspartofthemanycontrolboardchangesmadeinthepaint<labelandtapeprogram.TheseplatesaretobeidenticaltothoselocatedonarecentlyinstalledlocaldieselgeneratorcontrolpanelandareexpectedtobedeliveredinJune1987,atwhichtimetheywillbeinstalled.SeveralHEDsaddressedthelackoflabelingandtheunconven-tionalindicatormovementofFoxborocontrollers.Ouroriginalcommitmentwastocompletealabelingprogramforthecontrollersduringthe1987springoutage.TheARDCorporationperformedacontrollerstudywhichresultedinseverallabelingsuggestions.Inaddition>I6Cpersonnelinves'-tigatedanalternativesolutiontotheunconventionalindicatormovementwhichconsistedofreplacingthepresentcontrollersonaone-for-onebasiswithanewcontroller.Oneofthenewcontrol-lerswasmockedupinacontrollooptoprovidetheOperatorsanopportunitytobecomefamiliarwithitscharacteristics.TheOperatorsfoundthenewcontrollertobeunacceptable<andfromahumanfactorsstandpoint>itwasunreasonablycomplicated.Forexample>sinceeachcontrollerhasaselfcontainedmicroprocessor'ixcontrolpushbuttonsandthreescalesarelocatedonthefaceofthecontroller.AllscalesandpushbuttonsarerequiredbyISCtechniciansforprogrammingbutonlysomeofthepushbuttonsandallscalesarerequiredbytheoperatorsforcontrol.Basedon
