RochesterGasandElectric(RG&E)previouslysubmittedalettertotheNRCconcerningthepotentialforconvertingtheGinnaStationTechnicalSpecifications,asawho'eorinpart,totheImprovedTechnicalSpecification(ITS)format(Referencea.).ThiswasfollowedbyameetingwiththeNRCOTSBonOctober18,1993,todiscussaproposedconversionapproachandtorequestadditionalinformation.TheNRCstaffprovidedtherequestedinformationinReferenceb.RG&EandtheNRCstaffsubsequentlymetonFebruary3,1994(Referencec.)tofurtherdiscusstheproposedapproach.Basedonthesediscussionsandaninternalcostbenefitstudy,RG&EhasdecidedtoimplementaTechnicalSpecificationImprovementProgram(TSIP)forGinnaStationasfollows:(1)TheGinnaStationTechnicalSpecifications(TS)willbeconvertedtotheITSformat(includingthebases)asdocumentedinNUREG-1431(Referenced.)andassupplementedbyindustryacceptedNUREGchangepackageswhichimproveorcorrecterrorswithintheNUREG.ThisconversionwillbelimitedtothecurrentGinnaStationTSrequirementswithadditionalrequirementsonlyaddedifRG&EbelievestheyarenecessaryinordertoprovideacompleteTS.RG&EwillattempttoprovidetheNRCwithasmuchbackgroundinformationandjustificationfornotaddingtheremainingNUREGrequirementsusingexistingdocumentationfromsourcessuchastheSystematicEvaluationProgram(SEP)andTMIActionPlanreview.Itisourunderstandingthattheadditionofanynewrequirementsduringtheconversionprocessaresubjecttothebackfitrule(Referenceb.,RG&EQuestiong2).RG&Ewillalsoimplementseveralline-itemimprovementstorelocatecurrentTSrequirementsconsistentwiththeTSPolicyStatementduringtheconversionprocess.Inaddition,theTSIPwillattempttoaddressanyinconsistenciescontainedwithinthecurrentGinnaTS.However,RG&Erecognizesthatallchangesmustbeappropriatelysupportedbythenecessarysafetyandaccidentanalyses.'.9403i50lhB<<940ZZBpgy/y/gQpppDR"nnor.K,os000244

RG&EplanstosubmitaLicenseAmendmentRequest(LAR)inordertosupportNRCapprovalandRG&Eimplementationpriortocompletionofthe1996refuelingoutagewhichbeginsinMarchofthatyear.ThisisnecessarysinceRG&Ewillbereplacingsteamgeneratorsandconvertingtoan18monthcycleduringthatoutage.AllTSissuesrelatedtothesteamgeneratorreplacementand18monthcyclewillbeaddressedwithintheTSIP.ThefailuretomeettheproposedschedulewillmostlikelymovetheITSimplementationdatetoOctober1997whichisthenextscheduledrefuelingoutageaftersteamgeneratorreplacementandwouldrequireadditionalLARs.RG&EdesirestoimplementtheconversionduringarefuelingoutageperiodduetothesignificantchangeswhichareexpectedbyaconversionfromcustomTS.RG&EwillrequestameetingwiththeOTSBinthenearfuturetodeterminetheappropriateschedulewhichisnecessarytomeetthepreferredimplementationdate.Inordertosupporttheproposedschedule,RG&EwillrefrainfromsubmittingfutureTSchangesnotrelatedtotheconversioneffortunlessrequestedbytheNRC.Thisincludesanysubmittalsrelatedtothenew10CFR20ruleandtrainingrequirements.RG&EalsohassubmittedthreeLARswhichhavenotyetreceivedNRCapprovalrelatedtothePermissiveP-10setpoint(Referencee.),PORVandBlockValveReliability(Referencef.),andPORCmembershiprequirements(Referenceg.).RG&EproposestoaddressthePermissiveP-10setpointduringtheTSIP.ThePORVandBlockValveReliabilityconcerncanalsobeaddressedduringtheTSIP;however,itisRG&E'sunderstandingthatthiswillfirstrequireNRCresolutionofthegenericissue.RG&EintendstoaddressPORCmembershiprequirementsbysubmittingaLARwhichreformatstheentireAdministrativeControlssectionofTSconsistentwithReferenceh.asdiscussedduringtheFebruary3rdmeeting(Referencec.).RG&EexpectstosubmitthisLARbyApril1994.ThestafffortheotherWestinghouse2-Loopplants(i.e.,Kewaunee,PointBeach1and2,andPrairieIsland1and2)haveinformedRG&EthattheyplantoactivelyparticipateintheGinnaconversioneffortby:(a)reviewingtheircustomTSagainsttheGinnaTS;(b)reviewingtheproposedconversionchaptersandprovidingcomments;and(c)reviewingallbackgroundinformationandcorrespondencebetweenRG&EandtheNRCstaffinordertoidentifyandsupportpotentialimprovementstotheirindividualspecifications.BasedonthemeetingwiththeNRConFebruary3,1994(Referencec.),RG&EunderstandsthattheTSIPwillbeconsideredaselfassessmentprogramsimilartoadesignbasisreconstitutioneffort.Therefore,allfindingsdiscoveredduringtheTSIPrelatedtothecurrentGinnaStationTSwillbeconsideredwithrespectto10CFR2,AppendixC,SectionVII/B.
