EnclosedistheRochesterGasandElectricassessmentforSEPTopicII-1.B,"PopulationDistribution".ThisassessmentfortheR.E.GinnasiteismodeledupontheNRC'sassessmentofthistopicforConsumersPowerCompany'sPalisadesplant,issuedbyletterfromDennisL.Ziemann,NRC,toMr.DavidBixel,CPCO,datedNovember27,1979.Verytrulyyours,AttachmentJohE.Maierposejfi810428025V il>plHNPj11 AttachmentTOPICII-1.B-PoulationDistributionR.E.GinnaThesafetyobjectiveofthistopicistoensurethatthepreviously-establishedlowpopulationzoneandpopulationcenterdistancespecifiedforthesitearecompatiblewiththecurrentpopulationdistribution,andareinaccordancewiththeguide-linesof10CFRPart100.ThisreviewisconductedinaccordancewiththeguidancegiveninStandardReviewPlanSection2.1.3.Thecapabilityoftheplanttomeetthedosecriteriaof10CFRPart100attheexclusionareaboundaryandlowpopulationzonewillbeevaluatedintheDesignBasisEventphaseoftheSEPreview.TheadequacyofemergencypreparednessplanningfortheareasurroundingtheplantincludingthelowpopulationzoneisbeingassessedbytheCommissioninaseparaterevieweffort.5,6,11,12TheR.E.GinnasiteisinthetownshipofOntario,inthenorthwestcornerofWayneCounty,NewYork,onthenorthshoreofLakeOntarioabout20ENEofthecenteroftheCityofRochesterand40WSWofOswego.Thelandsurroundingthesiteisprimarilyofanagrariannatureandsparselypopulated.Therearenosubstantialpopulationcenters,industrialcomplexes,transporta-tionarterials,parks,orotherrecreationalfacilitieswithinathreemileradiusoftheGinnasite.TheCityofRochesteristhelargestpopulationcenterwithina50mileradiusofthesite(241,539people,with701,745inthemetropolitanarea).The7nearestcommunitywithapopulationof1,000ormoreistheTownofOntariowithitscenterlocatedabout3Qmilesfromthesite.Thepreliminaryestimated1980censusfortheTownofOntariois7,452.

TodeveloptheWayneCountyandMonroeCountyRadiologicalEmergencyResponsePlansfortheR.E.GinnaNuclearPowerStation,arecentsurveyofthepopulationwithinafive-mileradiuswascompleted.FigureJ-2fromtheWayneCountyRadiologicalResponsePlan,reproducedasFigure1ofthisevaluation,detailsthepopulationwithin5milesofGinna,basedonpreliminary1980populationestimate.RGGZestimatesthat10,864personsresidewithinfivemilesoftheplant,adensityof277personspersquaremileassumingthat.halfoftheareawithinfivemilesisland.(Itshouldbenotedthatthisfigurecomparesfavorablywiththe1980populationestimateof10,934personsshowninFigure2.4-2oftheGinnaFSAR,whichwaspublishedin1968.)Otherthantheresidentsofthearea,therearenolargegroupsoftransientswithinfivemilesofthesite.TheonlyparksnearthesiteareWebsterBeachParkinMonroeCounty,approximately6mileswestoftheplantsite,andtheB.FormanParkinWayneCounty,approximately8mileseastoftheplantsite.Therearenofederalrecreationalfacilitiesinthearea.Therearenostateparks,publiccampsites,orspecialuseareaswithintenmilesoftheplantsite.WayneCountydoeshavea2migrantlaborpopulation,primarilyforapplepicking,duringtheJune-Octoberseason.Approximately115FarmworkercampsoffiveormorepersonsarescatteredthroughoutWayneCounty,witha8totalpopulationofabout.4400migrants.InformationfromRuralNewYorkFarmworkerOpportunitiesshowsthatthereareonly12camps,withabout130migrants,locatedinthevicinityoftheGinnasite.10
