IntheFederalRegister,datedAugust8,1996(61FR41303),theNRCamendeditsregulationstoincorporatebyreferencethe1992EditionandAddendaofSubsectionsIWEandIWLofSectionXIoftheASMECode.SubsectionsIWEandIWLgivetherequirementsforinserviceinspection(ISI)ofClassMC(metalliccontainment)andClassCC(concretecontainment).TheserequirementsarenowapplicableforR.E.GinnaNuclearPowerPlant.Thepurposeofthisletteristorequestreliefpursuantto10CFR50.55a(a)(3)(ii)fromcertainrequirementsofSectionXIoftheAmericanSocietyofMechanicalEngineers(ASME)BoilerandPressureVesselCode.RochesterGasandElectricisaparticipantintheElectricPowerResearchInstitute(EPRI)projectforthepreparationofaGenericIWE/IWLProgramandIndustryGuide.ThisprogramwasdescribedtotheNRCinameetingonOctober23,1997,betweentheNRC,EPRI,andNEI,andseveralutilities.AsaresultfromthesemeetingsaswellasthepublicationoftheEPRI"ContainmentInspectionProgramGuide"GC-110698,datedSeptember1998,RochesterGasandElectricissubmittingthree(3)reliefrequests.Relief.,".3.'3b9'ttoi2003969'staiiiPOaADOCKOSa002O48PDR

Modulesthroughwhichelectricalconductorspassareinstalledintheheaderplate.Onetype,manufacturedbyAmphenol,usessealsandgasketstoassureleaktightintegrity.Asecondtype,manufacturedbyConax,usesasetofcompressionfittings.ReplacementmodulesfortheAmphenolpenetrationsuseacombinationof0-ringsandcompressionfittings.Eachpenetrationispressurizedwithdrynitrogentomaintainandmonitorintegrityandtopreventtheintrusionofmoistureintothepenetration.Thesesealsandgasketscannotbeinspectedwithoutdisassemblyofthepenetrationtogainaccesstothesealsandgaskets.B.ContainmentPersonnelandEquipmentHatchesThePersonnelandEquipmentHatchesutilizeaninnerandouterdoorwithgasketsurfacestoensurealeaktightintegrity.Thesehatchesalsocontainothergasketsandsealssuchasthehandwheelshaftseals,electricalpenetrations,blankflanges,andequalizingpressureconnectionswhichrequiredisassemblytogainaccesstothegasketsandseals.Sealandgasketjointsreceivea10CFR50AppendixJtest.Asnotedin10CFR50AppendixJ,thepurposeofTypeBtestsistomeasureleakageofcontainmentorpenetrationswhosedesignincorporatesresilientseals,gaskets,sealantcompounds,andelectricalpenetrationsfittedwithflexiblemetalsealassemblies.Examinationofsealsandgasketsrequirethejoints,whichareprovenadequatethroughAppendixJtesting,bedisassembled.Forelectricalpenetrations,thiswouldinvolveapre-maintenanceAppendixJtest,de-terminationofcablesatelectricalpenetrationsifenoughcableslackisnotavailable,disassemblyofthejoint,removalandexaminationofthesealsandgaskets,reassemblyofthejoint,re-terminationofthecablesifnecessary,postmaintenancetestingofthecables,andapostmaintenanceAppendixJtestofthepenetration.TheworkrequiredfortheContainmentHatcheswouldbesimilarexceptforthede-termination,re-termination,andtestingofcables.Thisimposestheriskthatequipmentcouldbedamaged.The1992Edition,1993Addenda,ofSectionXIrecognizesthatdisassemblyofjointstoperformtheseexaminationsisnotwarranted.Note1inExaminationCategoryE-Dwasmodifiedinthe1995,EditionofSectionXItostatethatsealorgasketconnectionsneednotbedisassembledsolelyforperformanceofexaminations.However,withoutdisassembly,mostofthesurfaceofthesealsandgasketswouldbeinaccessible.RequestforReliefNo.37AttachmentsPage2of10
