Mr. Sprengel, By letter dated August 5, 2020, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20218A590), TerraPower, LLC submitted for U.S. Nuclear Regulatory Commission (NRC) staff review its Topical Report TP-QA-PD-0001, TerraPower QA Program Description, Revision 9A, in accordance with the guidance of NUREG-0800, Standard Review Plan (SRP) for the Review of Safety Analysis Reports for Nuclear Power Plants, Section 17.5, Quality Assurance Program Description - Design Certification, Early Site Permit and New License Applicant, Revision 1, dated August 2015. By letters dated December 23, 2020, (ADAMS Accession No. ML21005A015) and February 26, 2021 ADAMS Accession No. ML21057A084), TerraPower responded to NRC staff requests for additional information (RAIs) and provided Revision 10 to Topical Report TP-QA-PD-0001. Subsequently, by letters dated May 28, 2021 (ADAMS Accession No. ML21148A236) and July 2, 2021 (ADAMS Accession No.ML21183A200), TerraPower responded to an additional RAI and provided Revisions 11 and 12 to Topical Report TP-QA-PD-0001, respectively.
The TerraPower Quality Assurance Program Description (QAPD) topical report addresses the activities associated with the design and construction of TerraPowers advanced nuclear power reactor. The QAPD is based on the applicable portions of both Appendix B, Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants, to Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Domestic Licensing of Production and Utilization Facilities, and the American Society of Mechanical Engineers NQA 1-2015, Quality Assurance Program Requirements for Nuclear Facilities, as endorsed by NRC Regulatory Guide 1.28, Quality Assurance Program Criteria (Design and Construction), Revision 5, dated October 2017.
The NRC staff completed its review of the information submitted in Revision No. 12 of TerraPowers Quality Assurance topical report and finds the topical report acceptable for referencing in a construction permit application subject to the limitations specified in the NRC staff draft safety evaluation (SE).
The NRC staff placed a copy of the draft SE in the box.com folder to which you have access.
