Dear Sir:

Subject:

Salem Generating Station, Units 1 and 2 Docket Nos. 50-272 and 50-311 License Change Request S02-07 Request for Change to Technical Specifications Pressure Sensor Response Time Testing PSEG Nuclear LLC submitted the proposed change to the Salem Units and 2 Technical Specifications by letter to the NRC dated April 11, 2003. The proposed change will modify SurveillanceRequirements 4.3.1.1.3,4.3.2.1.3 and Bases Sections B3/4.3.1 and B3/4.3.2 concerning response time testing of the ESF Actuation System (ESFAS) and the Reactor Trip System (RTS).

These changes are based on WCAP-13632, Revision 2 which was approved by the NRC in a letter dated September 5, 1995.

The BNE recommends-that approval of these changes be limited to only the pressure and differential pressure sensors identified in WCAP-3632, Revision 2 as specified on page 15 of the NRC's evaluation of this WCAP that was attached to the NRC's September 5, 1995 letter.

If you need to discuss the subject further, please contact Elliot Rosenfeld at (609) 984-7548.

Sicerely,
