SUMMARY
OF MEETING HELD ON SEPTEMBER 3, 2003, ON QUALITY ASSURANCE INSPECTIONS FOR THE NORTH ANNA EARLY SITE PERMIT APPLICATION The Nuclear Regulatory Commission (NRC) held a public meeting with Dominion Energy, Incorporated (Dominion) on September 3, 2003, at Dominions Innsbrook Technical Center in Glen Allen, Virginia. The purpose of the meeting was to discuss the NRC staffs plans for quality assurance (QA) inspections to support the staffs review of Dominions prospective early site permit (ESP) application for the North Anna site. The meeting also provided Dominion an opportunity to discuss the QA measures they used in preparation of their application. For a list of meeting attendees refer to Attachment 1. The meeting agenda is Attachment 2.
The NRC maintains an Agencywide Documents Access and Management System (ADAMS),

The NRC staff opened the meeting and discussed the staffs overall approach to review of QA measures for ESP applications, including the ESP inspection program and staff guidance for review of ESP quality assurance controls. The staff also discussed information and documents needed to prepare for the QA inspection for the North Anna ESP application, which will be conducted soon after receipt of the application. The NRC staff noted that it conducted a site visit on December 11-12, 2002. The purpose of this visit was to observe activities associated with the gathering of data for demonstrating the suitability of a potential site for placement of a nuclear power plant. Dominion representatives noted that Dominion plans to submit its QA plan with the ESP application. They discussed the major contractors involved in development of their application, and they also discussed availability of documents the staff has requested in support of the QA inspection. They noted that Dominion has provided a copy of its QA plan to the staff (ADAMS Accession No. ML022740172) and that the staff has commented on the plan (ADAMS Accession No. ML030350519).
