OF TELEPHONE CONFERENCE ON APRIL 8, 2004, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND DOMINION NUCLEAR CONNECTICUT, INC., CONCERNING DRAFT REQUESTS FOR ADDITIONAL INFORMATION PERTAINING TO THE MILLSTONE POWER STATION, UNITS 2 AND 3, LICENSE RENEWAL APPLICATIONS The U.S. Nuclear Regulatory Commission staff (the staff) and representatives of Dominion Nuclear Connecticut Inc. (DNC) held a telephone conference (telecon) on April 8, 2004, to discuss and clarify the staffs draft requests for additional information (D-RAI) concerning the Millstone Power Station License Renewal Applications. The telecon was useful in clarifying the intent of the staffs D-RAIs.

During the telecon, DNC was informed that Mr. Russell J. Arrighi is no longer assigned as one of the project managers for the safety review of the Millstone Units 2 and 3 license renewal applications as he has accepted another position within NRR. Mr. Johnny H. Eads remains the project manager for the safety review, and Mr. Richard Emch as the project manager for the environmental review of Millstone Units 2 and 3 license renewal applications. provides a list of the meeting participants. Enclosure 2 contains a listing of the D-RAIs discussed with the applicant, including a brief description on the status of the items.

The applicant has had an opportunity to review and comment on this summary.

April 8, 2004 During the April 8, 2004, conference call with representatives of Dominion Nuclear Connecticut Inc. (DNC), the NRC staff (the staff) discussed draft requests for additional information (D-RAIs) it had prepared for the Millstone Units 2 and 3 license renewal application (LRA). The following D-RAIs were discussed during the telephone conference. Millstone Unit 2 D-RAIs end in suffix "A". The Millstone Unit 3 D-RAIs end in suffix "B".

2.3 SCOPING AND SCREENING RESULTS MECHANICAL SYSTEMS Section 2.3.2.5, Spent Fuel Pool Cooling System (Unit 2)

D-RAI 2.3.2.5-1A Millstone Unit 2 Final Safety Evaluation Report (FSAR) Section 9.5.3.3 states that in the event that a serious leak develops in the spent fuel pool (SFP) liner, makeup water is supplied to the pool from the primary makeup water (PMW) system by manual initiation from the 146" level of the auxiliary building, and that should the leakage exceed the 50 gpm normal makeup capability, additional makeup is available from the refueling water storage tank (RWST) via the refueling water purification system, and the fire protection system by temporary hose connections. License renewal drawing 25203-LR26023, Sheet 2, shows portions of the flow paths from the PMW and RWST systems to the SFP in scope and subject to an aging management review (AMR). Provide justification to explain why all portions of the PMW and RWST makeup paths are not included within the scope of license renewal and subject to an AMR or justify their exclusion.
