Dear Mr. Crane:

On May 25, 2004, the NRC completed an inspection regarding your application for license renewal for your Dresden and Quad Cities facilities. The enclosed report documents the inspection findings, which were discussed on May 25, 2004, with members of your staff in an exit meeting at the Exelon Midwest Regional Operating Group offices in Warrenville, Illinois.

The purpose of this inspection was an examination of activities that support your application for a renewed license for the Dresden and Quad Cities facilities. The inspection consisted of a selected examination of procedures and representative records, and interviews with personnel regarding the implementation of your license renewal activities. During this inspection, we reviewed open issues from the scoping and screening and aging management program inspections. Based on the results of this inspection, the two remaining open issues have been closed.

In accordance with 10 CFR 2.390 of the NRCs "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). SUMMARY OF FINDINGS

05000265/2004006(DRS); 05/24/2004 - 05/25/2004; Dresden Nuclear Power Station, Units 2 and 3; Quad Cities Nuclear Power Station, Units 1 and 2; License Renewal Inspection.

This inspection of License Renewal (LR) activities was performed by a regional office engineering inspector. The inspection program followed NRC Manual Chapter 2516 and NRC Inspection Procedure 71002. This inspection did not identify any findings as defined in NRC Manual Chapter 0612.

The purpose of this inspection was to review open issues from previous license renewal inspections. Based on the results of the inspection, the following conclusions were drawn:

  • The inspector did not identify any discrepancies or inaccuracies in the applicants' review and update of action tracking items associated with aging management program implementing activities and commitments. As a result, the inspection open item associated with the accuracy of the action tracking system is closed.
  • The applicants' response to request for additional information (RAI) 3.6-7 involving the boundary between nonsafety-related piping and safety-related piping for license renewal scoping resulted in additional portions of nonsafety-related piping being added to the scope and requiring aging management. No additional inspection of this issue is required. Final closure of this open item will be documented in the final Safety Evaluation Report (SER) issued by NRR.

REPORT DETAILS

I.

Inspection Scope This inspection was conducted by an NRC Region III inspector to review open items identified during the previous license renewal inspections of scoping and screening and aging management programs. The inspector reviewed the applicants action tracking system used to track license renewal commitments and other aging management program changes that will be implemented prior to the period of extended operation.

The inspectors also reviewed the applicant's response to request for additional information (RAI) 3.6-7 regarding an inspection open item identified during the scoping and screening license renewal inspection. The inspector discussed the open issues and the program revisions with the cognizant engineering and license renewal staff.

II.

Findings A.

Review of Open Items

1. Accuracy of Action Tracking System

During the aging management program inspection, the inspectors identified an open issue regarding the accuracy of the applicants action tracking system which was used to track the implementing activities, including commitments, for the aging management programs. At that time, the applicant indicated to the inspectors that a complete review and update of all aging management program action tracking items would be conducted.

As of the time of this inspection, the applicant had completed the review and update of action tracking items for 33 of 47 aging management programs. The inspector reviewed 10 of the programs completed, which involved 244 action tracking items. The following programs and associated tracking items were reviewed:

B.1.02 Water Chemistry; B.1.09 BWR Vessel Internals; B.1.11 Flow-Accelerated Corrosion; B.1.18 Fire Protection; B.1.19 Fire Water System; B.1.27 ASME Section XI, Subsection IWF; B.1.30 Structures Monitoring Program; B.1.33 Electrical Cables and Connections Not Subject to 10 CFR 50.49; B.1.37 Electrical Cables Not Subject to EQ Used in Instrumentation Circuits; and B.2.1 Corrective Action Program.

The inspector did not identify any discrepancies or inaccuracies in the action tracking items for the programs reviewed. As a result, the inspector concluded that the applicants review was thorough and when completed would ensure that all aging management program commitments were accurately tracked.

2. Nonsafety-related Piping Attached to Safety-related Piping

An open issue was documented in the scoping and screening inspection report and involved the applicants methodology for establishing system boundaries where nonsafety-related piping was attached to safety-related piping. This issue is currently under review by NRR and is an open item discussed in the SER with open items issued in February 2004. The applicant provided a response to this open issue in a letter to the NRC dated March 25, 2004. In this response, the applicant provided the current licensing basis information regarding the analysis of nonsafety-related piping attached to safety-related piping. Using the current licensing basis information, the applicant expanded the boundaries of piping within the scope of license renewal. The inspector reviewed the applicants response and had no further concerns. The final closure of this open issue will be documented in the final SER issued by NRR.

III.

Exit Meeting Summary

The results of this inspection were discussed on May 25, 2004, with members of the Exelon Generation staff in an exit meeting at the Exelon Midwest Regional Operating Group offices in Warrenville, Illinois. The applicant acknowledged the findings presented.
