Dear Sir or Madam:

This letter withdraws a previously submitted request for a license amendment regarding containment requirements during core alterations or movement of irradiated fuel assemblies.

By Reference 1, I&M proposed to amend Facility Operating Licenses DPR-58 and DPR-74 for Donald C. Cook Nuclear Plant, Units 1 and 2, respectively.

I&M proposed to revise the Technical Specifications (TS) governing containment penetrations and the TS governing the containment purge and exhaust isolation system such that the specifications would be applicable only during the movement of recently irradiated fuel in containment, rather than An3z4

U. S. Nuclear Regulatory Commission AEP:NRC:4051-01 Page 2 during core alterations or movement of any irradiated fuel in containment.

Associated changes were also proposed for the TS governing radiation monitors that actuate the containment purge and exhaust isolation system valves. The proposed changes were consistent with Revision 2 of NUREG-1431, "Standard Technical Specifications for Westinghouse Plants," and a portion of Technical Specification Task Force (TSTF) generic change Traveler TSTF-51, Revision 2, "Revise containment requirements during handling irradiated fuel and core alterations."

By Reference 2, the NRC requested additional information regarding the amendment proposed by Reference 1.

The objective of the proposed amendment was to eliminate certain restrictions on the containment penetrations, the containment purge and exhaust isolation system, and the associated instrumentation. I&M has re-evaluated the potential benefits of the proposed amendment and has determined that they do not justify the resources needed to implement the amendment. Accordingly, I&M hereby withdraws the request for amendment and the associated commitments transmitted by Reference 1.

Copies of this letter are being transmitted to the Michigan Public Service Commission and Michigan Department of Environmental Quality, in accordance with the requirements of 10 CFR 50.91.

This letter contains no new conmmitments.
