Crystal River Unit 3 - Response to NRC Letter dated February 25, 2005, "NRC Staff Guidance for Use in Achieving Satisfactory Compliance with February 25, 2002, Order Section B.5.b"

Dear Sir:

On February 25, 2005, the NRC issued a letter, "NRC Staff Guidance for Use in Achieving Satisfactory Compliance with February 25, 2002, Order Section B.5.b." In the letter, the NRC requested that Florida Power Corporation, now doing business as Progress Energy Florida, Inc.

(PEF), provide for Crystal River Unit 3 (CR-3), by May 31, 2005, a detailed response describing site-specific plans and schedules to address the various considerations in the letter's enclosed guidance. In addition, the NRC expects that implementation of planned mitigating strategies described in the response be accomplished by August 31, 2005.

The considerations contained in the NRC letter dated February 25, 2005, Enclosure 2, Attachments A and B, were evaluated for applicability to CR-3. Enclosure 1 to this submittal provides a detailed description and implementation schedule for the various considerations being effectively implemented at CR-3 using existing or readily available resources. Enclosure 1 specifically addresses the expectations listed in the NRC letter dated February 25, 2005,, Attachments A and B. to this submittal contains scheduled dates for implementation of actions needed to complete implementation of the considerations identified in Enclosure 1. PEF considers implementation, by August 31, 2005, of those mitigating strategies listed on Enclosure 2 to be a regulatory commitment.
