May 16, 2006 Mr. James A. Spina Vice President Nine Mile Point Nuclear Station, LLC P.O. Box 63 Lycoming, NY 13093
SUBJECT:
NOTICE OF AVAILABILITY OF THE FINAL PLANT-SPECIFIC SUPPLEMENT 24 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS (GEIS)
REGARDING NINE MILE POINT NUCLEAR STATION, UNITS 1 AND 2 (TAC NOS. MC3274 AND MC3275)
Dear Mr. Spina:
The U.S. Nuclear Regulatory Commission (NRC) staff has completed the final plant-specific Supplement 24 to NUREG-1437, ?Generic Environmental Impact Statement for License Renewal of Nuclear Plants, regarding the renewal of operating licenses DPR-63 and NPF-69 for an additional 20 years of operation for the Nine Mile Point Nuclear Station, Units 1 and 2.
Enclosed is a copy of the final supplement and the associated Federal Register Notice of Availability. This notice advises the public that the final supplement is publicly available at the NRC Public Document Room or from the NRCs Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC Web site at http://adamswebsearch.nrc.gov/dologin.htm. The Accession Number for the final Supplement 24 to the GEIS is ML061290310. In addition, the Penfield Library, located at State University of New York, Oswego, New York 13126, has agreed to make the final supplement available for public inspection.
As discussed in Section 9.3 of the final supplement, the staff recommends that the Commission determine that the adverse environmental impacts of license renewal for the Nine Mile Point Nuclear Station, Units 1 and 2, are not so great that preserving the option of license renewal for energy planning decision makers would be unreasonable. This recommendation is based on:
(1) the analysis and findings in the GEIS; (2) the Environmental Report submitted by Nine Mile Point Nuclear Station, LLC; (3) consultation with Federal, State, and local agencies; (4) the staffs own independent review; and (5) the staffs consideration of public comments.
J. Spina A separate Notice of Filing of the final supplemental environmental impact statement will be placed in the Federal Register through the U.S. Environmental Protection Agency. If you have any questions regarding this matter, please contact the NRC Environmental Project Manager, Mr. Samuel Hernandez, at 301-415-4049 or by e-mail at SHQ@nrc.gov.
Sincerely,
/RA/
