April 21, 2008 MEMORANDUM TO: Thomas G. Hiltz, Chief Plant Licensing Branch IV Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation FROM:

SUBJECT:

SUMMARY

OF AUGUST 29, 2007, MEETING WITH ENTERGY OPERATIONS, INC.

On August 29, 2007, Entergy Operations, Inc. (Entergy, the licensee) met with the U.S. Nuclear Regulatory Commission (NRC) staff to discuss the first inservice inspection (ISI) results for the new steam generators (SG) at Arkansas Nuclear One, Unit 1. Parts of the meeting were closed to the public. The steam generators were replaced in the Fall of 2005. The enhanced once through steam generators (EOTSG) were manufactured by AREVA NP. A description of the EOTSG maybe found in the non-proprietary copy of the slides presented on August 29, 2007.

The first ISI of EOTSG found three significant findings:

1.

Proximity indications in the first span in the EOTSG A was indicative of bowed tie rods,

2.

General TSP wear growth was greater than anticipated, and

3.

Population of wear at the 8th TSP in EOTSG A was larger than anticipated and had a distinct pattern.

As a result the licensee formed a committee to develop a plan for the root cause evaluation.

The primary emphasis of the evaluation is regarding the tie rod bowing issue. Entergy, in particular, will try to determine why the tie rods bowed and whether the extent of the bowing will increase.

During the closed session Entergy and AREVA NP further discussed the wear indications, dent indications and tie rod bowing indications. Entergy provided preliminary results of the root cause analyses to date. Entergy noted that the root cause evaluation was ongoing. The NRC staff requested the following:

1.

a future meeting or call when the final results of the root cause are in or if during the review Entergy determines that there is a significant change in the preliminary conclusion presented today, and

2.

a future meeting or call to discuss the inspection plans for the next outage, with an emphasis regarding secondary side inspections to confirm root cause.

A list of attendees is attached. The non-proprietary copy of the Entergy presentation slides is available in the Agencywide Document Access and Management System under Accession No. ML072420379.

The NRC staff thanked Entergy for the presentation.
