NRC Order Number EA-12-049, Order Modifying Licenses withRegard to Requirements for Mitigation Strategies for Beyond-Design-Basis External Events, dated March 12, 2012Dear Sir or Madam:The purpose of this letter is to request the retraction of Entergy's "Request forRelaxation from NRC Order EA-12-049" (Reference 1).On January 28, 2015, Entergy Nuclear Operations, Inc. (Entergy) submitted a requestfor relaxation (Reference 1) from the requirements of NRC Order EA-12-049 (Reference2) for Indian Point Unit 3 (IP3).As stated in Reference 1, the relaxation was requested due to the possibility thatimplementation of Order EA-12-049 could not be achieved, i.e., the Reactor CoolantPump seal leak off line orifice might not be successfully installed during the Spring2015 IP3 refueling outage (3R18).The installation of the orifices on the seal leak off lines have gone as planned during theIP3 3R18 outage, and the seal leakage rate calculations developed by Westinghousefor the seal leakage model have been successfully completed and accepted by Entergy.

NL-15-036Docket 50-286Page 2 of 2Final resolution of the leak off of RCP seals identified in Westinghouse Nuclear SafetyAdvisory Letter (NASL) 14-1 is still ongoing between the NRC and the Industry. Anynew information that would require a revision to our strategies will be entered into ourcorrective action program.This letter contains no new regulatory commitments.
