PALO VERDE NUCLEAR GENERATING STATION - NRC LICENSE RENEWAL INSPECTION REPORT 05000528/2010007; 05000529/2010007; 05000530/2010007

Dear Mr. Edington:

On February 26,2010, a U.S. Nuclear Regulatory Commission (NRC) team completed the onsite portion of an inspection of your application for license renewal of your Palo Verde Nuclear Generating Station. The team discussed the inspection results with Mr. J. Hesser, Vice President, Engineering and other members of your staff during an exit meeting conducted on February 26, 2010. On April 16, 2010, the team conducted a supplemental exit meeting with Mr. R. Bement, Vice President Nuclear Operations, and other members of your staff to discuss two issues related to a recent potential age-related failure and structures monitoring program scope and frequency.

This inspection examined activities that supported the application for a renewed license for Palo Verde Nuclear Generating Station. The inspection addressed the applicant's processes for scoping and screening structures, systems, and components to select equipment subject to an aging management review. Further, the inspection addressed the development and implementation of aging management programs to support continued plant operation into the period of extended operation. As part of the inspection, the NRC examined procedures and representative records, interviewed personnel, and visually examined accessible portions of various structures, systems, or components to verify license renewal boundaries and to observe any effects of equipment aging. The visual examination of structures, systems, and components also included some areas not normally accessible, which included cable vaults.

These NRC inspection activities constitute one of several inputs into the NRC review process for license renewal applications.

The team concluded that, generally, your staff appropriately implemented the screening and scoping of nonsafety-related structures, systems, and components (required in 10 CFR 54.4(a)(2)) and conducted the aging management portion of the license renewal activities, as described in the license renewal application, and as supplemented throuqh your responses to requests for additional information from the ~JRC. The team concluded that your staff maintained the documentation supporting the application in an auditable and retrievable form. The team identified a number of issues that resulted in your staff supplementing or amending the application, programs, and procedures.

Overall, based on the samples reviewed by the team, the inspection results support a conclusion of reasonable assurance that actions have been identified and have been or will be taken to manage the effects of aging in the structures, systems, and components identified in your application and that the intended functions of these structures, systems, and components will be maintained in the period of extended operation. However, the team identified one area of concern related to the scope and frequency of your structural inspections planned for the period of extended operation, as implemented by your Maintenance Rule structures monitoring program. Specifically! the team determined that you had not completed a complete structural baseline inspection of the condition of all structures and that you do not have plans to perform the inspections of external structures on a 5-year frequency. We recognize that you continue to have ongoing dialogue with NRC regarding this issue. Additional review is needed to determine whether you have established a program to manage the effects of aging for the condition of external structures during the period of extended operation. Therefore, the staff will continue to review this issue.
