I. Letter from Charles T. Bowman, STPNOC, to the NRC Document Control Desk, "License Amendment Request to Revise the Application of Risk-Managed Technical Specifications to Technical Specification 3.7.7, "Control Room Makeup and Cleanup Filtration System," dated November 22, 2010 (NOC-AE-1 0002605)(ML103330172)

2. South Texas Project, Units 1 and 2 - Request for Additional Information Regarding License Amendment Request to Revise Technical Specification 3.7.7, "Control Room Makeup and Cleanup Filtration System," dated June 14, 2011 (AE-NOC-11002103) (ML111570123)

STP Nuclear Operating Company (STPNOC) hereby withdraws the referenced proposed amendment in Reference 1 to the South Texas Project Unit I Operating License NPF-76 and the Unit 2 Operating License NPF-80. This withdrawal of the proposed amendment should obviate the need to provide a response to the requested information in Reference 2.

Risk-Managed Technical Specifications (RMTS) is currently approved for application of the cooling function to TS 3.7.7. However, the application of RMTS to the cooling function is currently administratively restricted to one inoperable train of the Control Room Makeup and Cleanup Filtration Systems following discovery that the dose mitigation function has some dependency on the cooling capability. STPNOC intends to submit a revised amendment request to resolve the issue regarding application of RMTS to TS 3.7.7
