Callaway Plant received its facility clearance grant letter in 2003 (Reference 2 above). Callaway submitted a facility clearance update in 2008 (reference 3) and is required to submit another update in 2013.

Foreign Ownership Control or Influence (FOCI) re-determinations are required as part of the facility clearance update. Pursuant to the referenced letters above and also in conformance with the 1 0 CFR 95.17(a)(1) requirement for annual certification, new Form SF-328 "Certificate Pertaining to Foreign Interests" is enclosed for Ameren Corporation (Enclosures 1 through 8) and Union Electric Company (Enclosures 9 through 11). Ameren Corporation is a holding company and the sole owner of Union Electric Company, holder of the operating license for Callaway Plant. This information is necessary for completion of the FOCI re-determination. 2 submits the Standard Practice Procedures Plan.

As indicated on the previous page, Enclosures 1, 2, 9, 10, and 12 to this letter contain information that is considered sensitive information and should be withheld from public disclosure pursuant to the provision of 10 CFR 2.390.

This letter does not contain new commitments.
