CLOSURE OF INVESTIGATION (01 4-2014-008)
Dear Mr. Edington:
This refers to an investigation conducted by the NRC's Office of Investigations regarding activities at Palo Verde Nuclear Generating Station. The Office of Investigations initiated the investigation to determine whether security personnel at Arizona Public Service Company's Palo Verde Nuclear Generating Station, Wintersburg, Arizona, willfully distributed actual tests and reviewed the tests prior to the examination and if security staff/supervisors willfully assisted security officers to "cheat" on regulatory required non security-specific computer-based tests.
Based on the evidence developed during the investigation, the allegation that security personnel at Palo Verde Nuclear Generating Station willfully distributed actual tests and reviewed them prior to examination was not substantiated.
Based on the evidence developed during this investigation, the allegation that security staff/supervisors at Palo Verde Nuclear Generating Station willfully assisted security officers to "cheat" on regulatory required nonsecurity-specific computer-based tests was not substantiated.
The NRC plans no further action related to the willful aspects of this allegation and considers this investigation closed.
